CadeTs may make proposals To The Council which are con- sidered by The Council and Then iT passed senT on To The Su- perinTendenT. The members are noT allowed To wear any insignia or emblem Tor Their service. The Council cannoT hold any social TuncTions or go on any Tund raising campaigns.
