Commander Richard T. Sloane, USN Commander Richard T, Sloane, U. S. Navy, was born in New York City, New York. He was commissioned Ensign, United States Navy upon graduation from Officer Candidate School November 4964. He holds a Bachelor of Arts Degree in American History from Boston University. Commander Sloane has served in both destroyers and amphibious type ships. His first assignment was as repair Division Officer in USS RICKBRIDGE CAPA-2282. Commander Sloane was then assigned to duty with the Navy's River Patrol Force, where he saw service in the Mekong Delta region of Vietnam. After attending the Navy's Destroyer School in 4969, he was assigned as Weapons Officer on USS GARCIA CFF-10402. He subsequently served as First Lieutenant on USS MlL WAUKEE TAOR-22, and Executive Officer on USS HASSA YAMPA CAO145j. Commander Sloane has served as an instructor at the Navy's Surface Warfare Officer School, Newport, Rhode lsland, and on the staff of the Chief of Naval Technical Training, Memphis, Tennessee, Prior to attending the Naval War College, he served as Surface Operations Officer on the Staff of Commander Carrier Group EIGHT. He assumed command of USS SANTA BARBARA CAE-282 on 5 November 1982. Commander Sloane has been awarded the Bronze Star, and Navy Commendation Medal. Commander Sloane is married to the former Margaret McKenna of Cranston, Rhode Island. They have two daughters, Sandra and Jennifer. 7

Lieutenant Commander Donald A. Frahler, USN Lieutenant Commander Donald A. Frahler. United States Navy, was born in the Naval Medical Center, Bethesda, Maryland. The son of Commander fRetiredj and Mrs. Andrew L. Frahler, he has called many cities and states his home. He graduated from the United States Naval Academy in 4972. His first tour of duty following graduation was in USS HOLLISTER CDD788j. He served in both the weapons and engineering departments. ln May 4975, Lieutenant Commander Frahler commenced Department Head Training at the Surface Warfare Officers' School Command in Newport, Rhode lsland. He next served as Weapons Officer in USS DAVIS fDD937j, from February 4976 to August 4977. His following tour was as Operations Officer aboard USS MOUNT BAKER IAE-341. ln June 4979, Lieutenant Commander Frahler reported to the Naval Military personnel Command, Washington, D.C., as Surface Warfare lnitial Assignment Officer. He later served as the Department Head Assignment Officer for year groups 4974 and 4975. Lieutenant Commander Frahler assumed command of USS ENGA GE CMSO433j on 47 July 4982. He assumed duties as Executive Officer aboard USS SANTA BARBARA CAE-28j on 28 September 4984. He has been awarded several theater and campaign ribbons including the meritorious Unit Citation and the Combat Action Ribbon while serving in USS HOLLISTER CDD-7882 off the coast of North Vietnam. Lieutenant Commander Frahler is married to the former Sharon Lynn Gotaas of Winnetka, lllinois. They have two daughters, Jori and Kristen. 9
