F .-44-' Ov-vu, - Q -011.1 - VY lf' F lhivb Ship's istory The keel of SANTA BARBARA was laid on 49 December 4966 at Sparrow's Point, Maryland shipyard of the Bethlehem Steel Corporation. Mrs. Graene C. Bannerman sponsored SANTA BARBARA at her launching on 23 January 4968. SANTA BARBARA was commissioned and joined the Atlantic Fleet on 44 July 4970. The snip was initially homeported in Davisville, Rhode island. After intensive training at Guantanamo Bay, Cuba, SANTA BARBARA completed preparations, post shake-do wn availability, and various other facets of training prior to her maiden journey to the Mediterranean Sea in September 497 4. Shortly after her arrival back in homeport on 47 March 4972, the ship was ordered to the Western Pacific in support of U. S. Seventh Fleet forces already deployed to that area as part of the United States armed forces in Vietnam. SANTA BARBARA sailed on 4 June 4972. Her subsequent nine-month deployment saw SANTA BARBARA set records for replenishing ships at sea, for which performance the ship was awarded the Meritorious Unit Commendation. The snip returned to homeport 49 February 4973. After conversion to Navy distillate fuel from standard fuel oil in the summer of 4973, SANTA BARBARA was ordered to change homeports to Charleston, South Carolina as part of the Navy's Base Consolidation Program. On 49 September 4973 SANTA BARBARA was underway for Charleston. From that base, the ship has trained in Guantanamo Bay, Cuba on five different occasions, and has deployed to the Mediterranean from April-September 4974, April-September 4975, April-October 4977, October 4978 to April 4979, and from March-August 4980. SANTA BARBARA has also made three Mediterraneanflndian Ocean deployments from November 4984 to May 4982, November 4982 to June 4983, and October 4984 to February 4985. The ship made a North Atlantic cruise from February-April 4 984. He was commissioned Ensign, United States Navy upon graduation from Officer Candidate School November 4964. He holds a Bachelor of Arts Degree in American History from Boston University. Commander Sloane has served in both destroyers and amphibious type ships. His first assignment was as repair Division Officer in USS RICKBRIDGE CAPA-2282. Commander Sloane was then assigned to duty with the Navy's River Patrol Force, where he saw service in the Mekong Delta region of Vietnam. After attending the Navy's Destroyer School in 4969, he was assigned as Weapons Officer on USS GARCIA CFF-10402. He subsequently served as First Lieutenant on USS MlL WAUKEE TAOR-22, and Executive Officer on USS HASSA YAMPA CAO145j. Commander Sloane has served as an instructor at the Navy's Surface Warfare Officer School, Newport, Rhode lsland, and on the staff of the Chief of Naval Technical Training, Memphis, Tennessee, Prior to attending the Naval War College, he served as Surface Operations Officer on the Staff of Commander Carrier Group EIGHT. He assumed command of USS SANTA BARBARA CAE-282 on 5 November 1982. Commander Sloane has been awarded the Bronze Star, and Navy Commendation Medal. Frahler, USN Lieutenant Commander Donald A. Frahler. United States Navy, was born in the Naval Medical Center, Bethesda, Maryland. The son of Commander fRetiredj and Mrs. Andrew L. Frahler, he has called many cities and states his home. He graduated from the United States Naval Academy in 4972. His first tour of duty following graduation was in USS HOLLISTER CDD788j. He served in both the weapons and engineering departments. ln May 4975, Lieutenant Commander Frahler commenced Department Head Training at the Surface Warfare Officers' School Command in Newport, Rhode lsland. He next served as Weapons Officer in USS DAVIS fDD937j, from February 4976 to August 4977. His following tour was as Operations Officer aboard USS MOUNT BAKER IAE-341. ln June 4979, Lieutenant Commander Frahler reported to the Naval Military personnel Command, Washington, D.C., as Surface Warfare lnitial Assignment Officer. He later served as the Department Head Assignment Officer for year groups 4974 and 4975. Lieutenant Commander Frahler assumed command of USS ENGA GE CMSO433j on 47 July 4982. He assumed duties as Executive Officer aboard USS SANTA BARBARA CAE-28j on 28 September 4984. He has been awarded several theater and campaign ribbons including the meritorious Unit Citation and the Combat Action Ribbon while serving in USS HOLLISTER CDD-7882 off the coast of North Vietnam. GALICKI The Deck Department is responsible for the operation of all deck machinery underway replenishment rigs, boats. flight deck operations, ship 's weapon systems, and ammunition handling. lS T Division pro vides services to main tain the forward portion of the ship. They operate underway replenishment rigs, provide boat crews, man the anchor windlass. and issue paint and bulk cleaning supplies. 2ND Division maintains the after part of the ship. Their responsibilities include flight deck operation and maintenance, rig team manning and boat maintenance. 3l?D Division is responsibile for the movement and safekeeping of all ammunition stores. They also operate the shIp's gun mounts and maintain the armory. 5 Tl?EAM Division maintains all of the underway replenishment stations, deck machinery. and keeps the ship ammunition handling elevators in peak operating condition. The Deck Department Is busiest during an underway replenishment. The combined efforts of all four divisions result in the smooth and rapid movement of virtually tons of ammunition between SANTA BARBARA and other units of the Atlantic and FIRST LT Mediterranean Fleets. E F I I, .3 t A I Opera tions epartment I 1 g 'if LCDR VAN DOREN OPERATIONS OFFICER The Operations Department is responsible for the collection, evaluation, and dissemination of all operational and combat information as well as pro viding external communications using electronic and visual means. OC Division is responsible for providing the ship with a means of communications between ships, shore stations, and aircraft. This is accomplished by employing sophisticated communications systems utilizing radio transmitters and receivers, satellite and computers, as well as flaghoist, flashing light and samaphore. OE Division performs maintenance and calibration on all installed communications, radar, and navigational electronic eauipmen t. They also maintain the closed circuit tele vision system and the ship 's entertainment system. Ol Division operates the Combat information Center, manning the surface search radar and keeping the bridge informed of all surface and air contacts. They also maintain the Naval Warfare Publications library and maintain the ship 's operational publications. The Operations Department is the eyes, ears and voice of the ship.
