Un1 ted Sta tes Navy Commander Richard T SLOANE U S Navy was born in New York City New York. He was commissioned Ensign United States Navy upon graduation from Officer s Candidate School November 1964. He holds a Bachelor of Arts Degree 1n American History from Boston University was as Repa1r D1v1s1on Officer in USS ROCKBRIDGE IAPA 2281 Commander SLOANE was then assigned to duty with the Navy s RIVCF Patrol Force where he saw service in the Mekong Delta regions of Vietnam. After attending the Navy s Destroyer School in 1969 Commander SLOANE was assigned as Weapons Officer on USS GARICA IFF 10401 He subsequently served as First Lieutenant on USS MILWAUKEE IAOR-21, and Execut1ve Officer on USS HASSA YAMPA IAO 1 451 Commander SLOANE has served as an instructor at the Navys Surface Warfare Officer School Newport Rhode Island and on the Staff of the Chief of Naval Technical Training Memphis Tennessee Prior to attending the Naval War College, Commander SLOANE served as Surface Opera tions Officer on the Staff of Commander Carrier Group EIGHT. He assumed command of USS SANTA BARBARA IAE 281 on 5 November 1982 Commander SLOANE has been awarded the Bronze Star and Navy Commendation Medal Commander SLOANE is married to the former Margaret McKenna of Cranston Rhode Island. They have two daughters Sandra and jennifer 5 Commander R1chard T. Sloane Commander SLOANE has served in both destroyers and amphibious type ships. His first assignment ID

Commander David L. Ballard United States Navy Commander David L. BALLARD, U. S. Navy was born in Charlottesville, Virginia. He was commissioned Ensign, United States Navy Reserve upon graduation from Ofhcer Candidate School in October 1968. He holds a Bachelor of Science Degree from Virginia Commonwealth University, Richmond Virginia. Commander BALLARD, has served in both Destroyer and Amphibious type ships. Prior to his commissioning in 1968 Commander BALLARD served for six years as a radarman in the Navy Reserve. His initial sea tour after commissioning was as Combat Information Center Officer in USS MYLES C. FOX IDD-8291. Upon completion of his initial sea tour Commander BALLARD augmented to U.S.N. He subsequently served as Chief Engineer in USS FISKE IDD-8421 and First Lieutenant in USS INCHON ILPH-121. His assignments ashore include Academic Director of the Surface Warfare Officers School IBasicj in Newport, Rhode Island and Student at the Naval War College, Newport, R.I. Commander BALLARD reported to USS SANTA BARBARA as Executive Officer in September 1981 and was frocked to his current rank in April 1982. In june 1983 Commander BALLARD will report as Officer In Charge of the Navy Human Resource Management Center in New London, Connecticut. 7
