Upon completion of our first year of commissioned service, it is appropriate that we review our steward- ship to ascertain how well we have done with what was given to us. We received one of the finest products of the design board available, but, as all products, it had flaws which have required at times an inordinate amount of work on the part of all hands. As I mentioned early in our life together, what we did with SAN DIEGO depended entirely on us - there was no one to blame if it did not go right - there was no one else who could take the credit for what we had done, for we had made the ship a ship, whether it be good or bad or indifferent. Of greater importance was our responsibility to those who would follow us on the ship, for the initial start of the ship has a terrific effect on its remaining years. If she is started well - she does well - if she is started with two left feet, then it is hard to change her. In retrospect, let us look at the results of our endeavors. The commissioning of the USS SAN DIEGO will remain a hallmark of how to do it. Comments from many who attended the commissioning, who had seen many other ceremonies, was that ours was the finest of them all. The mark of 87.5 obtained by SAN DIEGO at Shakedown Training was the highest mark that had been achieved by any ship during the preceding nine months of that calendar year. Upon arrival in SIXTHFLT the SAN DIEGO moved in and continued the outstanding job that the ship we relieved had been doing, without even causing a ripple on the surface, and has been steadily improving on the performance of duty. We have completed 15 of the 16 required competitive exercises for the award. Normally a ship is extremely pleased to get a mark of OUTSTANDING, which isa grade of 95 out of 100 or better, on a few exercises, but our average of these 15 exercises is 97.3 or a mark of OUTSTANDING as our average grade. During our deployment over here, all ships and commands from the Commander of the SIXTH FLEET, Vice Admiral RICHARDSON, on down have been extremely pleased with our performance and ' 'WELL DONE-S? have become commonplace. Without fail, I have compliments from ships alongside on how fine the ship looks and what a wonderful job you men are doing. In conclusion,you should properly feel very proud of the wonderful job you have done with the SAN DIEGO.
