To DR. ELSIE F. GIBBS Director of Secondary Education l959 has seen a rush for knowledge unparalleled in American history. Student- suited courses ot study, bigger schools, shining equipment, and fresh textbooks are major tools in the administration of this rush. lt is fitting and proper that the dedica- tion ot the '59ers' TYRO be to one who has devoted her lite to bringing these tools to the San Bernardino City Schools. Since her arrival in l93O, Doctor Elsie Gibbs has been a key figure in the valley's development of education. For seven years she taught English and journalism at San Bernardino High School before taking the post of Director of Sec- ondary Education. Because of the relatively small size of the secondary school district, Doctor Gibbs took charge of almost every detail, for many years doing the interviewing and hiring of teachers. Even now, although she is no longer responsible tor such things, she keeps a personal contact with every teacher under her supervision. Doctor Gibbs has worked tirelessly on state-sponsored committees to better, not only the schools of San Bernardino, but schools in the entire state. ln recent years Doctor Gibbs has largely been responsible for the initiation of the driver's education program, the Vocational Shops program, the Retarded Children pro- gram and the More Capable Learners CMCLD program ot the city schools. Now, after twenty-eight years of meet- ing Challengers and rendering service, Doctor Gibbs is retiring from her position to teach at the University of Redlands. ln humble appreciation for all that she has done tor San Bernardino High School, we dedicate the '59ers' TYRO to Dr. Elsie F.
