or THE SAN ANGELO PUBLIC SCHOOLS THE purpose of public school education is to provide for every youth, regardless of his ability, his environment, or his race, the opportunity to develop to his maximum capacity, physically, mentally, socially, economically, morally, and spiritually, to the end that he may be a well-adjusted member of our democratic society, capable and desirous of making a positive contribution to that society. The curriculm should place emphasis upon the whole child and his problems of living rather than upon subject matter alone. It should provide a student activity program to promote desirable attitudes, appreciations, and ideals in addition to knowledge, habits, and skills. In all grades, it should offer a liberal selection of e-xperiences which are interesting now but whose major value will be realized in adult life. On the upper level the student, guided by sympathetic counselling should be free to select the curriculm best suited to his personal needs and future plans. ' Methods of instruction should place emphasis on individual differences rather than on group conformity and should be democratic in procedure. Instruction should set up definite goals that the student can understand and accept: it should train him to think for himself and should stimulate his ambition to develop his native abilities. It should help the student to understand his place in a democratic society and to prepare himself to meet changing conditions. The school should provide a staff of well trained, efficient instructors and counsellors who take pride in their profession and observe its ethics: who staunchly support the funda- mental principles of democracy: who possess both integrity of character and positive religious conviction: and who have a sympathetic understanding of youth and its problems. Staff mem- bers should possess personalities that will enable them to meet their own problems with in- telligence, energy, che-erfulness, and enthusiasm. The school should provide the faculty with opportunity and encouragement for continous professional growth. 5 The school plant should be adequate both in size and equipment for carrying out the total school program. It should be well cared for and attractive in appearance: it should be so designed and operated as to invite its free use by the students, the faculty, and the commu- nity, particularly by organizations interested in the Welfare of youth-with a view to an im- proved cooperative program of education. The administration should formulate policies based on recommendations made by the administrative head in cooperation with his staff and authorized by the board of education: it should sponsor a type of supervision in which programs and procedures are determined cooper- tively.
