An industrious and peaceful city located on the southern Baltic coast, Karl- skarona was propelled to the fore- front of brinkmanship diplomacy when, in 1981, a Soviet Whiskey- class submarine ran aground here. The now famous Whiskey on the Rocks incident has mediate area. Founded by King Karl XI in 1860 by royal decree, Karlskarona was to be an ice-free, sheltered, southern harbor for the Swedish Baltic Fleet.
