WE STRESS THE IMPUBTANCE UI-' Religion is the spiritual base for all other freedoms. Without this fundamental, Democ- racy is a shell and all other freedoms are idle dreams. Without religious freedom the idea of good and evil and respect for the rights of others are idle boasts. Regimentation is the opposite of freedom, and where religion is ignored respect for the individual soon topples. It is only by realizing the religious tendencies in man and his striving for the supernatural that a State can fulfill its God- given right to rule.

Our Most Reverend Bishop was born in Tabert, Ireland, where he received his preliminary studies to the priest- hood. ln 1881 he enrolled as a student at the College of St. Trond, and later completed his studies at the University of Louvain and was ordained to the priesthood in 1904. On leaving his native land, he came to America and was an assistant curate at the Church of the Assumption in Philadelphia, holding that position until 1906 when he was appointed Professor of The- ology at Saint Charles Seminary. This latter position he held for a compara- tively short time when he was called to the high office of Chancellor of the Archdiocese of Philadelphia, resigning this position in 1914. ln l925 he was elevated to episcopal rank and ap- pointed Bishop of Wilmington, the fourth Bishop of the Diocese. The Very Reverend William D. Buckley, O.S.F.S., is the Superior Provincial ot the Oblates of Saint Francis de Sales. Father Buckley is a native Delawarean having at- tended the Ursuline Academy and the Sales- ianum School. ln 1925 he was admitted to his first profession as an Ololate and in the follow- ing year went to Rome for his Philosophical and Theological studies. l-le was ordained to the priesthood in luxe of 1531.
