Captain Harry Frederick Fischer, jr., was born on November 14, 1916 in Hones- dale, Pennsylvania. He enlisted in the Navy in April, 1935, and after fourteen months enlisted service he passed the fleet compet- itive examinations for entrance to the U.S. Naval Academy in 1936. After graduating in june of 19-10, he was commissioned as an Ensign and reported to the USS SAN FRANCISCO CCA-385 as Signal Officer. In October, 1942, he attended the Sub- marine School in New London, Connecticut. After completing training he reported to the THRESHER CSS-2005, a submarine operat- ing in the Southwest Pacific . Four war patrols in the THRESHER were followed by four war patrols in the SPIKEFISH CSS--10-lb, in which he served as Executive Officer. After World War ll he served on the staff of the Submarine School and in 1949 reported as Executive Officer, USS CARP QSS-3385. In january, 1950, he took com- mand of the RONQUIL QSS-3965 and partici- pated in operations in support of the United Nations forces in Korea. -Mllxlg A tour of duty in the Bureau of Naval Personnel was followed by command of the radar picket destroyer RODGERS QDDR- S765 . After graduating from the U.S . Naval War College in 1958, he served on the staff of Commander in Chief, U.S. Pacific Fleet prior to assuming command of Submarine Division 71. Following this assignment Captain Fischer commanded the Seventh Fleet supply ship, USS POLLUX CAKS-45. Duty on the joint staff of Commander U.S. Forces, japan, was followed by a tour as Director, ' War Gaming Department, U.S . Naval War College. ln August, 1966, Captain Fischer assumed command of the SAINT PAUL QCA- 735. In addition to the Silver Star Medal and Bronze Star and Commendation Ribbons with Combat V, he has been awarded the American Defense Medal with bronze star, Asiatic-Pacific Campaign Medal with nine operations stars, American Campaign Medal Victory Medal, China Service Medal, National Defense Medal with bronze star, Korean Service Medal, United Nations Serv- ice Medal, Vietnam Service Medal, the Republic of Korea Presidential Unit Citation Badge and the japanese Order of the Sacred Treasure CThird Order of Meritb .

Captain Edward M. Higgins was born in Boston, Massachusetts. He attended Middlesex University and the University of Notre Dame. In December, 1940, he received his commission and was assigned his first tour of duty aboard the USS BADGER CDD- l96J. He held various billets, assuming command in December 1943. He was awarded the Legion of Merit and his ship received a Presidential Unit Citation for successful anti-submarine action. His other commands at sea were the ABER- CROMBIE CDD-3435, MAJOR CDD-7965, MCCORD CDD-5341, and TELFAIR CAPA- 2105. Other duty assignments were Aide to the Commandant, Third Naval District, Bureau of Naval Personnel, Executive Of- ficer, NEWPORT NEWS QCA-14835 Stra- tegic Plans Division, Office of the Chief of Naval Operations, and, just prior to re- porting to the SAINT PAUL, Head, Tac- tical Doctrine Branch in the Office of the Chief of Naval Operations. Captain Higgins is a graduate of the General Line School and the Naval War College in Newport, Rhode Island. He wears the Legion of Merit Medal with Combat V, the Presidential Unit Citation, American Defense Medal with A, American Theatre Medal with bronze star, European-African Theatre Medal with three bronze stars, Pacific Theatre Medal with five bronze stars, Philippine Liber- ation with two bronze stars, National Defense Medal with bronze star, United Nations Medal, Vietnam Service Medal, and the Republic of Korea Presidential Unit Citation Badge .
