Captain Albert T Church, Jr Commanding Officer ffrom October 25 1961 The helm of SAINT PAUL changed hands on the morning of October 25 when Captain Albert T. Church, Jr. be- came our Commanding Officer, coming to us from duty as Commanding Officer of USS HASSAYAMPA IAO-l45,J. Captain Church, a i938 graduate of the U. S. Naval Academy, has seen duty on two battleships, four destro- yers, plus many important Staff and Command billets ashore. His long and varied Naval experiences have ably qualified him to command the SEVENTH Fleet flagship. Upon his commissioning as an Ensign, Captain Church reported to USS WEST VIRGINIA IBB-48l. His next duty as- signment was aboard USS HELM IDD- 388l. The Captain spent the years of World War ll aboard a battleship, USS WASHINGTON IBB-56l, and two destroyers, USS GATLING IDD-6761 and USS HERNDON IDD-638l, serving as Executive Officer and Commanding Officer respectively. Captain Church's other sea duty as- signments include Commanding Officer of USS WARRINGTON IDD-843i and on the Staff of Amphibious Group FOUR. In I949, following graduation from the Naval War College and duty on the Naval War College Staff, he was assigned to the Office of the Chief of Naval Operations. He has also served in the Office of the Comptroller of the Navy, as Naval Aide to the Assistant Secretary of the Navy and the Under Secretary of the Navy, and as As- sistant Chief of Staff for Administra- tion on the Staff of Commander-in- Chief, U. S. Pacific Fleet. Captain Church wears the Navy Com- mendation Ribbon in addition to the Altantic and Pacific Area Campaign Rib- bons with six stars for maior sea engage- ments in which he participated during World War ll. Captain Church is married to the former Miss Ann Hamilton of Palestine, Texas and they have two children.

Commander Theodore L. BGIIS Executive Officer fto Feb. 28, 1961i Serving as SAINT PAUL's Executive Officer until the end of February, 1961 was Commander Theodore L. Balis, USN' Commander Balis graduated from the U.S. Naval Academy and received his commission as Ensign in December of 1941, During World War ll, he saw action in both the Pacific and the Atlantic theaters. Other assignments were in the USS SPRINGFIELD, U55 MOORE, USS NORRIS, and as Commanding Officer of the USS DAICHENKO and USS ORLECK. He has also served on several staffs ashore and afloat. He attended the Nqvql War College at Newport, R.l. from August 1952 to June 1953, After being relieved as Executive Officer of SAINT PAUL, Commander Balis took command of Destroyer Division THIRTY- TWO with the destroyer USS RUPERTUS QDD-8511 serving ag his flagship. Shortly after assuming his new command, Com. mander Balis was promoted to the rank of Captain. Captain and Mrs. Balis, the former Jane Madelyne Ryan, reside with their sons, Theodore L.,Jr. and John R., at the Yokosuka Naval Base. Commander Bernard W. Moulton Executive Officer ffrom Feb. 28, 1961 Commander Bernard W. Moulton, SAINT PAUL's Executive Officer, often presents the illusion of being all over the ship at once. From one side of the bridge to the other while entering or leaving port, back to the binnacle or climbing down to a gun mount during a man overboard drill he never fails to astonish the crew with his seemingly endless energy and rapidity of motion. Commander Moulton reported aboard SAINT PAUL on Feb. 28, 1961 from the Bureau of Naval Weapons, Washington, D.C. where he served as Special Assistant for Surface Launch- ed Missiles and Acting Surface Launched Missile Section Head. A native of Syracuse, N.Y., he was graduated from the U.S. Naval Academy and commissioned Ensign in 1942. The Commander spent three years of World War ll aboard the U.S.S. HERNDON QDD-6381 where he served as fire control officer, communications otticer, navigator and executive officer. He then served as navigator and executive officer of the U.S.S. THOMPSON QDMS-383, attended the U.S. Naval Post Graduate School, underwent training at M.l.T., Cam- bridge, Mass,g was navigator and gunnery officer on the U.S.S. PITTSBURGH QCA-72M and served as Naval Inspector of Ordnance at Long Island City, N.Y. Commander Moulton took command of the U.S.S. HUGH PURVIS QDD-7091 in 1955 and remained her Commanding Officer until 1957 when he was transferred to the Bureau of Naval Ordnance. There he became Head, Terrier and Tartar Section, Guided Missile Branch, Material Division, The Commander is married to the former Jane Evans Thorn of Washington, D.C. and they have two children, Ann Richards and David Thorn.
