When SAINT PAUL is par. ticipating in one of her numerous operations, he is seen almost continuously on the bridge, the perpetual cigar in his mouth, maintaining his ever-alert vigil to insure the safety of his ship and crew. Twenty-four years of experience with everything from battleships to destroyers to staff duty have fully qualified Captain Schneider for the very important position he holds as Commanding Officer of the SEVENTH Fleet flagship. Captain Schneider, a native of Wausau, Wisconsin, was graduated from the U.S. Naval Academy and commissioned an Ensign in 1937. His first duty assignment was aboard the U.S.S. IDAHO CBB-421 where he remained until 1942 serving in engineering, communications and gunnery billets. During the remaining years of World War ll, Captain Schneider served as Ex- ecutive Officer of the U S.S. PERRY KDMS- 17j and the U.S.S. MELVIN KDD-6801 and as Commanding Officer of the U.S.S. THORN CDD-6471. While commanding the THORN in the Pacific, Captain Schneider was awarded the Silver Star for participaticn in the Battle for Leyte Gulf and the Bronze Star for action in the South China Sea. The Captain ras served as a member of the Joint Strategic Plans Committee, Joint Chiefs of Staff, Flag Secretary on the Staff of Commander-in-Chief, Pacific! Commander-in-Chief, Pacific Fleet, OS Aide in the Office of the Secretary of the Navy, Commanding Officer, U.S.S- WILLIS A. LEE CDL-41, Commander Destroyer Division 22, head Of the Command Policy Section, Strategic Plans Division, Office of the Chief of Navdl Operations, and Commanding Officer, U.S.S. VERMILLION KAKA-1071. Captain Schneider is married to the former Marion Sheehan Daly of New York City and they have one son, Frederick Jr., born in Hawaii in 1950.

He attended public schools in lowa and graduated from the U. S. Naval Academy in 1928. He was awarded a Master ot Science Degree in Aeronautical Engineering at the California lnstitute ot Technology in 1938. ln 1950 he graduated from the National War College in Washington, D.C. Admiral Schoech completed flight training and was designated a naval aviator in 1930. Higginbotham assumed the duties as Chief of Staff and Aide to Com- mander SEVENTH Fleet in September 1961. Born in Amherst County, Virginia, he entered the U. S. Naval Academy at the age of 16 and was graduated and commissioned an Ensign in 1936. Captain Higginbotham's pre-War assignments included the USS ARIZONA, Assistant Crew Coach at the Naval Academy, USS WYOMING and Staff of Commander Transport Squadron ONE. He served in the Gunnery Department of the battleship TEXAS from 1941 until 1943. He then became Assistant Operations Officer in the Office of the Commander-in-Chief, U.S. Fleet until December 1944 when he assumed command of the destroyer A. W. GRANT. The Chief of Staff held this command until he joined the Staff of Commander-in-Chief Atlantic Commander-in-Chief Atlantic Fleet in 1946. Personnel Officer of the FIFTEENTI-I Naval District, Guided Missile School at Fort Bliss, Texas, and Executive Officer of USS PITTS- BURGH were his next three assignments. Captain Higginbotharn then joined the Staff of COMCRUDESPAC and, in 1964, became Com- mander Destroyer Division 62. After attending the Naval War College, he became Head of the Surface Weapons Branch in the Office of the Chief of Naval Operations in Iune 1966. He reported to Commander SEVENTH Fleet following three successive tours at sea. During 1968 he served as Chief of Staff for Comman- der Cruiser Division TWO. He commanded USS PONCHATOULA from January 1969 to May 1960, when he became Commander Destroyer Squadron TWENTY FIVE. Captain Higginbotham is married to the former Miss Vivian Winifred Hustwick of Long Beach, California. They have a son, Kenneth Alfred and a daughter, Mrs. Christine Grace Slaven.
