Most Rev. Vincent S. Waters. D.D. Bishop of Raleigh Bishop Charles B. McLaughlin is a de- voted shepherd, and a capable administrator. He has done much for Catholic education, active in the youth apostolate, and has a great interest in vocations. Churches throughout the Diocese are a tribute to the zeal of His Excellency, Bishop Waters. A great and wise leader for Christ, Bishop Waters has been fair in dealing with people in world situations. He was farsighted in desegregation, and he is very progressive in his compliance with the wishes of the Holy Fathers, John XXIII and Pius VI in up- dating the liturgy. Sanctity and learning are his yet he has a warm and humble approach to people. We are inspired to greater holiness and zeal whenever we are in his presence. Most Rev. Charles B.
