Asa result of the passage of a consolidation proposal in the 1965 November election, the Northwestern Local School District officially ceased to exist on January 3, 1966. This consolidation united the local school districts of Northwestern, Bedford, and Salisbury and the exempted village school dis- tricts of Middleport and Pomeroy. Each of the five districts appointed one member to the new board of education, which is pictured above, for a term of two years. This board has chosen the temporary name of Meigs Local for the new district but may change it at some future date. The main issues facing the new board are the selecting of a local superin- tendent and the securing of the passage of a bond issue in May to provide money for the construction of a new high school. The present high schools will remain unchanged until the new building has been constructed. There will be no change in the elementary and junior high schools at the present time. 3

SINCERELY WE THE SENIORS OF 1966 DEDICATE THE NOR’WESTER TO MRS. C. O. CHAPMAN A TEACHER WHO HAS TRULY DEDICATED Mrs. Chapman retired in May, 1965, after having served 44 years as vocal music instructor in the Rutland schools. She received her Bachelor of Sci- ence Degree in Education from Ohio University and did additional work at Ohio Wesleyan and Ohio State Universities. She served as the first president of Omicron Chapter of Delta Kappa Gamma, honorary teachers’ sorority, and was president of District 15, Ohio Music Education Association for three years and secretary-treasurer of the Ohio Music Education Association for two years. Mrs. Chapman always presented outstanding musical productions which in- cluded high school and grade school operettas, minstrels, variety shows, May Day programs, and spring concerts. Her students always participated in the annual County Music Festival which she helped to initiate, and they also held joint concerts with the Rutland High School Band. The many honors which she won with her students in district and state com- petition included Superior Rating for her High School Girls' Ensemble in the state for three years; Superior Rating for her Junior Girls' Ensemble in the district; and numerous Superior Ratings in the district for High School Mixed Chorus and Girls' Glee Club. The special interest which Mrs. Chapman has taken in all her music stu- dents has made a lasting impression upon all who have had the privilege to know her. A pioneer in the improvement of music instruction in the Meigs County schools, she has commanded the respect of all who have met her. Regretfully we see her retire for although she may be older in years, she is younger at heart” and in spirit” than any other teacher in the county. With much admiration and gratitude we would like to use this yearbook as a sincere personal message to say Thanks, Mrs. Chapman. 5
