HOWEVER FINE it may be, a school building is only a symbol of learning. Unless there are children in its class- rooms and laboratories and on its playing fields, and unless there are teachers dedicated to the enlightment of these youth, the building is but an empty shell. Not merely a place of intellec- tual instruction for a favored few, but a social institution for the masses, Rushville High School is typical of the Ameri- can free school system instituted in 1635.
