X + aww APRIL I9-OCTOBER I9, I996 Ship's Mission United States Ship RUSHMORE CLSD-473 is the seventh ship of the LSD-41 Wl-IIDBEY ISLAND class and the fourth ship of that class to serve in the Pacific Fleet. RUSHMORE s mission is to transport Marines with their combat equipment to areas designated throughout the wor ld, Then to launch and support assault landing craft and helicopters during amphibious operations against hostile shores. RUSHMORE carries Air Cushioned Landing Craftlvehicles CLCACD. LCAC s are assault landing craft capable of speeds in excess of 4O knots while carrying a 6O-ton payload.. Using this versatile craft, RUSHMORE is able to carry out an amphibious assault against-a wider range of beaches at distances which before were not operationally feasible. Officially designated a Landing Ship Dock CLSDD, RUSHMORE accomplishes her mission through the use of a well deck which is flooded to recover and launch landing craft. After departing the ship, the assault craft are directed toward the shore by the ship's Combat Information Center CCICJ. D RUSHMORE is superbly designed to carry out her mission. With a 44O foot well deck capable of holding four LCAC's, a flight deck able to launch up to two CH-53E helicopters, the Navy's latest diesel propulsion and engineering technology, advanced repair facilities, complete medical and dental facilities, and troop berthing accommodations for up to 627 embarked Marines, warship RUSHMORE presents an exciting and formidable amphibious assault capability. Ship's History USS RUSHMORE is named after the Mount Rushmore National Monument in the Black Hills of South Dakota. RUSHMORE was built by Avondale Industries in New Orleans, Louisiana. Mrs. Meredith Brokaw, wife of NBC News anchorman, Tom Brokaw, christened the ship RUSHMORE May 6, 1989. Commissioning ceremonies were held June 1, 1991 onthe banks of the Mississippi River at the River Walk, New Orleans. The ship's first assignment was to deliver three Air Cushioned Landing Craft CLCACD to Camp Pendleton, California from Panama City, Florida. Along the way, RUSHMORE conducted a port visit in Jamaica, traversed the Panama Canal, and visited Rodman, Panama. Camp Pendleton was the last stop before arriving at its homeport of San Diego. Since RUSHMORE's maiden voyage, she has been to San Francisco, Portland, Hawaii, and Mazatlan, Mexico. Most notably, during her first six-month deployment, USS RUSHMORE spearheaded the beach landing on Somalia during Operation Restore Hope, the largest military humanitarian operation in history. Operation Restore Hope was designed to provide food and medical relief to the starving people of Somalia. RUSHMORE's 1994 WESTPAC deployment came almost one year ahead of schedule. She deployed with only four weeks notice and participated in Operation Support Hope off the coast of Mombasa, Kenya, the USLO relocation in Somalia and Operation Vigilant Warrior off the coast of Kuwait. Additionally, RUSHMORE conducted amphibious operations with forces of Oman and the United Arab Emirates. The 1994 deployment earned RUSHMORE the Navy Unit Commendation Medal and the Meritorious Unit Commendation Medal. The latest deployment began April 19, 1996. RUSHMORE participated in Operation Cobra Gold an airborne-landing force exercise involving U.S. and Thailand forces off the coast of Thailand , and Exercise Infinite Moonlight in Jordan. Crewmembers also participated in humanitarian efforts in both Malaysia and the Philippines. USS Rushmore CLSD-145 RUSHMORE CLSD-147 was laid down as HMS SWORD on New Year's Eve of 1943 by Newport News Shipbuilding and Drydock Co., Newport News, Virginia. She was launched as RUSHMORE on May 10, 1944. USS RUSHMORE CLSD-145 was commissioned on July 3, 1944. Following shakedown in Chesapeake Bay, Landing Ship Dock RUSHMORE departed Norfolk in August 5, 1994 for the Pacific where she participated in four amphibious landings, Leyte Gulf in October 1944, Palawan in February 1945, Mindinao in March 1945, and Tarakan in May 1945. After the war, RUSHMORE operated in the Far East, participating in occupied Japanese waters. She was decommissioned on August 10, 1946 and was mothballed in Pascagoula, Mississippi. RUSHMORE was recommissioned in Charleston, South Carolina on September 21, 1950 to begin service with the Atlantic Fleet. She was finally decommissioned on September 30, 1970 and was transferred to the Maritime Administration's National Defense Reserve Fleet on the James River, in February 1971. RUSHMORE earned three Battle Stars for World War ll service. CDR FORREST L. His first assignment was Auxiliaries Officer and Main Propulsion Assistant on USS WADDELL CDDG 249 homeported in San Diego. ln May of 1981 , .hewas transferred to shore duty as Commanding Officer, Naval and Marine Corps Reserve Center, Waterloo, Iowa. CDR Touchberry then resigned from active duty and after a brief period of broken service was voluntarily recalled in the Training and Administration of Reserves program in July of 1984 and was assigned duties as Recruiting-Officer, Naval Reserve Readiness Command Region SIXTEEN, Minneapolis, Minnesota. Upon completing the SWOSCOLCOM Department Head course in 1987, CDR Touchberry served as Q Engineering Officer, USS PORTLAND CLSD 379 and as a space examiner, CINCPACFLT Propulsion Examining Board. He then was assigned as Executive Officer, USS SCHENECTADY KLST 1185l followed by a tour of duty as Chief Staff Officer, Command Amphibious Squadron FIVE. Madsen and grandson of Mrs. Isabelle Dickson Peterson, a former Yeoman IFJ USN during World War I. He graduated from North Haven High School in 1974 and received a Bachelors Degree in Engineering Operations from Iowa State University in 1978. He was commissioned an Ensign in the United States Navy through the NROTC program. CDR Madsen's initial duty assignment was to USS PAUL F. FOSTER IDD 9647 where he senfed sequentially as Auxiliaries Officer, Main Propulsion Assistant and Missiles Officer. He then entered the Naval Postgraduate School in Monterey, CA where he earned his Master's degree in Operations Research. Returning to sea duty following department head training in Newport, Rl, CDR Madsen served sequentially as the Combat Systems and Ship Control department head on USS COPELAND IFFG 257, then as First Lieutenant on USS PEORlAILST1183l. In 1989, then LCDR Madsen was selected to establish the Amphibious Warfare seat at Tactical Training Group, Pacific, where he subsequently assumed additional duties in the newly created Joint Warfare Instructional Syndicate. Following Executive Officer training in Newport, he served as Executive Officer on USS BRISTOL COUNTY ILST 1198-I. In 1993, CDR Madsen was selected for duty as the Surface Operations Officer on the Amphibious Group THREE Staff. CDR Madsen assumed command of USS RUSHMORE on July 4, 1996 in Aqaba, Jordan. PARKER Executive Ufficer LCDR Parker was born in Sweannee, Tennessee, and lived in Montgomery and Bessemer, Alabama, Tracy City, Tennessee, as well as Pittsburgh, Pennsylvania. He earned B.A. degrees in History and Political Science from University of Pittsburgh. His Masters Degree is in Military Arts and Sciences from the United States Army Command and General Staff College. LCDR Parker assumed the duties as Executive Officer in May 1995. His previous tour was at United States Central Command ICENTCOMJ as primary Logistics and Security Assistance Action Officer for the United Arab Emirates, Qatar and Oman, as well as secondary Action Officer for Bahrain and Kuwait. Also during this tour, he served as liaison officer for CENTCOM to the United Nations Logistic Support Command during OPERATION RESTORE HOPE, in Somalia. Prior to his Joint Tour, LCDR Parker served as First Lieutenant and Chief Engineer Department Heads, aboard USS GERMANTOWN ILSD-423, Jul 89-Jun 91. This tour included full involvement in OPERATIONS DESERT SHIELD and DESERT STORM. His first Department Head tour was First Lieutenant, aboard USS TUSCALOOSA ILST-1187l, Dec 87-Jul 89. USS TUSCALOOSA conducted a Western Pacific IWESTPACJ cruise in support of Amphibious Ready Group Bravo. LCDR Parker served as navigator aboard USS MARS IAFS-17, Sep 85-May 87. MARS made a WESTPAC!lndian Ocean cruise in support of Commander, Cruiser Destroyer Group 5, embarked on USS INDEPENDENCE. Forlorn and melancholy, their tears fell onto the sands of time as they eagerly longed for the day of their warrior's glorious return to celebrate in their majestic triumph. Propugnator Navigation is Latin for a nautical journey ofthe bold protectors, and was a fitting title for our six-month odyssey to the USPACCOM's and USCENTCOM's regions. 0ur sea-based Marine Air Ground Task Force was among the nation's most forward deployed combatant forces in the Western Pacificflndian Ocean prepared to execute conventional and special operations across a wide spectrum of crisislcontingency situations. Throughout the deployment, we conducted training and maintenance afloat and ashore in numerous exercises in order to maintain and enhance our capability to plan and conduct operations across the full spectrum of conventional and maritime special operationsg as units of BLT 174 ground combat element forthe 13th Marine Expeditionary Unit iSpecial Operations Capablel, COMPHIBRON 3 Amphibious Readiness Group. During our time in the fonfvard deployed arena , the Battalion Landing Team showecased our nation's policies by participating in three bilateral, two unilateral and one joint exercise, two reinforcement missions, one trap and two joint contingency operations. The BLT journeyed for 182 days, 109 days of which were spent afloat aboard amphibious warships that sailed 32,527 nautical miles across two oceans, five seas, six gulfs and four straits. Our boots tromped dirt and sand for 73 days conducting operations on two foreign continents, 10 countries and one American state. 0f the 73 days, the Marines and Sailors spent 35 days on liberty, 18 of which they worked part of the day maintaining their equipment before enjoying an evening out. Our Marines contributed 587,320 various artillery rounds, 16,000 25MM and 5,199 60MM and 81MM mortar rounds to the lead content of our host nations soil. All this was coordinated through execution orders produced using 40,000 sheets ofthe BLT S-3 Xerox paper. All in all, it was a heck of a ride.
