Segerblom was born 16 February 1940 in Albany, California. He was graduated from the University of Washington in 1961 with a Bachelor of Arts Degree in Philosophy. After commissioning through the NROTC pro- gram in 1961. LCDR SEGERBLOM served in USS LANSING LDER-3881 from September 1961 through April 1963 as First Lieutenant and Anti- Submarine Warfare Officer. He completed Destroyer School at Newport, Rhode Island in December 1963 and re- ported to the USS LEONARD F. MASON CDD-8523, homeported in Yokosuka, J apan, as Operations Officer. LCDR SEGERBLOM commanded USS WHITE- HALL QPCE-S565 from May 1966 to February 1968 befbre serving as Aide and Flag Lieutenant to Com- mander, THIRTEEN TH Naval District from March 1968 to October, 1969. He received a Master of Science Degree in Administrative Sciences fFinan- cial Managementl from the Naval Post Graduate School, Monterey, California in December 1970. Serving as Clubs Officer for NAVSUPPACT Sai- gon and Naval Forces Vietnam from February 'CO December of 1971, LCDR SEGERBLOM then com- pleted an instructor tour at the Navy Management Systems Center, Monterey, California, from Janu- ary 1972 to September 1973. He relieved as Execu- tive Officer, USS ROWAN CDD-7823 in January 1974- LCDR SEGERBLOM wears the Navy Commenda- tion Medalg Navy Achievement Medal, Navy Unit Commendation Ribbon, Vietnam Campaign Medal with Silver Star, National Defense Medal and the Vietnam Service Medal. LCDR SEGERBLOM is married to the former Bridget Philomena Bohan of County Galivay, Ireland. The SEGERBLOM's have three sons-Sean, 7, Kevin, 5, and Scott 5.

THE COMMANDI G OFFICE LIEUTENANT COMMANDER PETER J. MERMAGEN Lieutenant Commander Peter J. MERMAGEN was born 26 April 1937 in Rochester, New York. He was graduated from the University of' Rochester in 1960 with a Bachelor of' Science Degree in Business Administration. Commissioned in 1960 through the NROTC Pro- gram. LCDR MERMAGEN embarked on his naval career as Main Propulsion .Assistant on the USS OZ- BOURN -DD-8461. After completing Destroyer Engi- neering Officer School. he served as Damage Control Assistant on the USS BLACK tDD-6661 and again as Damage Control Assistant ,f'i Chief' Engineer on the USS OZBOURN iDD-S461 LCDR MERMAGEN served as Executive Officer of the USS ABILITY iMSO-5191 and completed Naval Mine Warfare School before assuming the first of'his three at-sea commands. From July 1965 through January 1968. he was Commanding Officer of' the CSS YIREO -MSC-12055 and Commander Mine Divi- sion TlllRTY-ONE. On 19 May 1966, under LCDR Nlr1RNlAtlEN's command, the VIREO a Market 'l'inie anti-infiltration patrol unit during the Viet- nian t'onllict. assisted USS BRISTER and USCG PT. lilll-1Y in capturing and destroying an enemy infil- llkitltili unit. lit-tiwe assuniing command ofthe ROWAN in Au- gust 1973. he served as llead Configuration Branch Smit qxrwlwlillll for OCAS, Ordnance Configuration Art--.uiiii ing System. development at NAVORD lleaiiquarters: Executive Officer of' the USS S.-Ull lil, B. LCDR MERMAGEN is married to the former Maria Carmen Serrano of Valencia, Spain. They have a daughter, Maria Jennifer, 10 and a son, Mark. T.

OPERATIONS DEPARTMENT Operations Department functions as the brain and central nervous system of ROWAN. The four Operations Divi- sions provide the ship with direction, combat information, navigation, com- munications, technical electronic exp- ertise and clerical services. OC Division including Radiomen and Signalmen provides ROWAN with quick, accurate and efficient electronic and visual communications. OE Divi- sion utilizes Electronic Warfare Spe- cialists to operate and maintain ROWAN's sophisticated electronic emission detection equipment and Electronic Technicians to maintain and repair all communications and ra- dar equipment. The ship's Combat In- formation Center CCICJ is manned by the Operations Specialists of OI Divi- sion, who provide the ship with an accu- rate, up-to-date picture of the changing tactical situation. ON Division, com- prising Quartermasters, Personnel- men, Yeomen, Hospital Corpsmen and a Postal Clerk, keeps ROWAN in safe water and on course while providing the majority of necessary administra- tive and personal services.
