The present ROWAN, a 710-Class, FRAM-I destroy- er, was commissioned 31 March 1945 at Todd Naval Shipyard, Seattle, Washington. She served admira- bly through her first years and during her operations in the Korean conflict. From July 1963 through May 1964, ROWAN un- derwent extensive modernization at the Phila- delphia Naval Shipyard, emerging with the latest anti-submarine weapons-the anti-submarine rock- et LASROCJ and the drone anti-submarine helicopter LDASHJ, the latter having since been removed. In addition to ASROC, ROWAN is armed with two 5-inch! 38 caliber, twin gun mounts and six torpedo tubes. ROWAN's primary mission is anti-submarine warfare but ROWAN can also perform anti-air War- fare, escort and shore bombardment functions. ROWAN made deployments to the Western Pa- ? 7 cific for duty with the U. S. SEVENTH Fleet from 1965 through 1971, participating in fast aircraft car- rier task force operations, junk surveillance and shore bombardment in support of the U.S. effort in Vietnam. In October 1971, ROWAN, as a member of De- stroyer Squadron FIFTEEN, changed her homeport from San Diego, California to Yokosuka, Japan. R0- WAN continued to perform extensively in escort and naval gunfire support roles throughout the Vietnam conflict. During April and May of 1975, ROWAN per- formed extensively in support of Frequent Windy, the evacuation of Americans and Vietnamese ref- ugees from South Vietnam. The ROWAN crew per- formed engineering repair on craft of approximately 100 Vietnamese refugees stranded at sea while flee- ing to Maylaysia. In addition, ROWAN supplied the refugees with food, medicine, Water, fuel and naviga- tion equipment. ,Y DN h J,-'L' '41, ,ff ,v'f'ff .' - ' 'K 1 . 1 f E ff' 1 2641 1 .Eff-W - 1' ,342-,'...:g1Pff:' fi - A ' 4 4gL,,,,1. During the period 20 April through 16 May 1975, USS ROWAN CDD-7823 continuously exhibited the ability to make radical adjustments in routine and readiness during Frequent Wind and Mayaquez Rescue operations, yet still maintain peak performance and required response capabilities. ln support of these operations, ROWAN steamed 14 days in Readiness Condition III and a total of five days at sustained speeds in excess of 25 knots. ROWAN crewmembers quickly, efficiently, and imaginatively effected necessary preparations for accommodating possible refugees while still performing their normal duties in an alert and thoroughly professional manner. 2. Of special note is the assistance rendered by RCWAN on 6 May to about 140 Vietnamese refugees enroute Malaysia aboard seven small craft. On short notice ROWAN steamed to the location of the seven craft which were displaying SOS signs when sighted by a patrol aircraft in the area. After a preliminary investigation, ROWAN crewmembers repaired several engineering casualties on the refugee craft, provided navigational equipment, water and fuel, and distributed food and medicine to the refugees before speeding them on their way. , 3. The crew of ROWAN is to be commended for superior performance during days which tested the imagination, skill and endurance of all. Well Done. 4.
