1' l 0 li SCIIINIIJ ?9 '1 On Thursday, July 11, 1974, about 150 people gathered for the Groundbreaking Ceremony of the new Skill Center. The Rogers Band opened the ceremony, fol- IOWed by a welcoming speech from Mr. Frank Dick, .Superintendent of Schools. Also present were: Governor John J. Gilligan: John A. Gal- braith, Ohio House of Representatives: Richard L. Wittenberg, State Representative: Ms. Marcia Long, Board President: and Ex-Principal, Mr. John Parsons. Other special guests included: Ralph French, President of Toledo Council of P.T.A.: Don Schultz, Campaign Chairman for the Nov. 72' School Bond Issue: and Rogers' new Principal, Mr. Cecil Kiker. The Governor said the building of the Skill Center is . . . one more advancement in de- veloping a continual educational system, and that the schools must prepare the students to take an active and productive role in our technical world. The actual groundbreaking was shared be- tween Governor Gilligan and Superintendent Dick.
