French enlisted in the Navy in June 1955, he attended recruit training and the Naval Academy Preparatory School at Bainbridge, Maryland. He attended, graduated, and received his commission from the U. S. Naval Academy in June 1961. He then served tours on the USS COONTZ KDLG-91 as the 1st Lieutenant, the USS WHIPPOORWILL fMSO-2072 as the Execu- tive Officer, and the USS KOKA IATA-1852 as the Commanding Officer. He then became Aide and Flag Lieutenant to Commander, Western Sea Frontier, after which he was ordered to Command River Assault, Division 112 in the Delta Region of South Vietnam. During this tour of duty he received the Purple Heart and two Bronze Star Medals With the Combat V , After his return from Vietnam, he Was assigned as the Weapons Officer onboard USS LEAH Y IDLG-162. In 1971 he attended and graduated from the Armed Forces Staff College, and then served aboard USS COCHRANE IDDG-122 as the Executive Officer. Commander French then attended Naval Postgraduate School, from Where he graduated with a Masters of Science Degree in Personnel Management. He was then ordered to the Bureau of Na val Personnel in the Human Resource Management Division. In December of 1978, Commander French accepted command of USS ROBISON IDDG-122. Executive O ficer CDR Robert L. Hattan 5, , T Commander Robert L. Hattan received his commission through the NROTC program after he graduated from the University of Texas with a B. S. in Chemical Engineering. He served in the submarine service for six years, which included tours on USS HADDO ISSN-6041, USS RONQUIL fSS-3962 and With the staff of CINCPACFLT. He then left the submarine service in 1972 to join the Surface Warfare community. After his arrival in N 15 V X ffliiwf- . He is a distinguished graduate at the Armed Forces Staff College. Westpac Departure For many of us, deploying to the Western Pacific meant being away from loved ones for five long months. We accepted the challenge that awaited us in foreign waters and lands and we turned to our loved ones and fellow shipma tes for added moral support to perservere through our separation. There were mixed emotions among some ROBI sailors. 'The excitement of sailing the un- predictable Pacitic stimulated the adventurous nature in old salts and boots alike. Perhaps the chance to visit foreign countries and experience their cultures in the course of our naval mission made being away from our loved ones a little bit tolerable. However, their primary mission is to keep ROBISON's weapons serviceable and to defend her from unfriendly forces. Ever have when . . . one of those days First Di vision First Division is responsible for the mainten- ance and preservation of ROBISON's superstruc- ture. This includes sweeping, swabbing, and painting the decks, and sides of the ship. The men of lst Div. are also involved in various underway evolutions. They stand underway watches on the bridge and man forward and after lookout stations to insure that all is well in the vicinity of the ship. The helicopter transfer detail is another phase of the boa tswain ma tes job. It is their responsibility to insure the transfer of personnel and materials, ship to helicopter land vice versaj, by the safest means possible. This holds true for underway replenishment details. While the ship is refueling at approximately 12-I5 knots the potential danger involved in the transfer of fuel and supplies requires the full attention of the men involved in the evolutions. Perhaps the most notable responsibility of the men of lst is anchoring and docking of the ship. It refers to only one of the seven major services provided by members of the department. Ratings included in the Navigation Department are, Quartermaster, Yeoman, Personnelman, Navy Councilor, Hospital- man, Postal Clerk, and Journalist. Due to this wide diversity in job areas, the senior member in each rating is in practice like a Department Head himself , Underway, the Quartermasters stand watches on the Bridge. During this cruise, they ha ve responsibly navigated the ship nearly thirty thousand miles. The other men con tin ue to perform their regular duties underway, and they also man various bearing taker and sound-powered phone talker positions during special evolutions, like Sea Detail and General Quarters. This calls for a significant amount of cross-training so services can be continued even when the only man formally trained is absent. The storekeepers' mission is to provide repair parts and equipmental supplies to the crew. This job is essential to the material readiness of the ship. The second division is the Mess Management Specialists. These men are responsible for the preparation of delectable food for the entire crew. This mission requires them to work long and hard hours to ensure that the menus meet both the discriminating tastes of the crew and the rigorous nutrition standards set by the Navy. Third, are the Ship's Servicemen. Their role is varied and widespread. Throughout their Navy tour, they may service the crew in the capacity of barber, MSCS ACAC Sl LT R. Rodwell, Supply 97133, SK CS CASE la undryman, recordkeeper, and ship's store opera- tor. The final division which makes up the Supply department are the Disbursing Clerks. The DKS maintain the crews' pay accounts, which is a very delicate responsibility. Nothing is more sacred to a sailor than his pay, therefore, the disbursing clerks are required to see that the crew gets the pay and other benefits to which they are entitled in a timely manner. Ship 's Picnic Having a ship's picnic for the crew was one of ROBISON's ways of saying thanks for a job well done. There were other ways of showing their appreciation, but none were quite as effective for bringing the crew together to have fun in a relaxing atmosphere. r There was only one shipwide picnic held during the cruise, but many such social gatherings were held in the form of divisional parties in such places as Oahu, Hawaii and Grande Island, Philippines. Many of us exper- iencing our first WESTPAC cruise found the Philippines both exciting and culturally reward- ing. Subic Bay, Olongapo City and surrounding areas painted a vivid picture of these proud people's lifestyle. One could walk down Magsaysay Drive and see a cobbler hard at work repairing shoes or stroll down Rizal Ave- nue and watch tailors piece together suits and other gar- ments. Perhaps the most enjoyable part about Olongapo City was its fast nightlife. One could enjoy a live Country! Western act or walk into the club next door to listen to Soul or Rock n' Roll music, complete with go-go dancers. Even though we were thou- sand of miles away from our families and friends for Christ- mas and New Years, the festivi- ties of the Filipino holidays helped cure some of the home- sickness we all felt. The Filipino Mardi Gras was rivaled only by New Orleans' famed event. For those ROBI sailors who danced to a different beat al- together, the beauty of the countryside allowed them peace and tranquility. The tourist cities of Baguio and Manila offered many interesting sights and recreation. UR! Pattaya Beach Pattaya Beach has been labeled as one of the finest beach resorts in the Far East. There are many things to see and do in Pattaya Beach. The main tourist area is lined with bungalows, exotic hotels, jewelry and clothing stores, open air bars, restaurants, and nightclubs. One could also observe Thailand's martial art of Thai boxing by visiting the Sandbox Club or play with a pet spider monkey at a local art store. For the more adventurous and city-oriented sailor, Thailand offered the fast-moving, crowded metropolis of Bangkok, a mystical city which offered many sights. Some sailors tried the Saunas and massage parlors while others travelled up the Mekong River to witness a mongoose and cobra iight. There were many Buddhist temples to see, so, a number of crewmen took advantage of tours offered by ROBI- SON 's Special Services Office to record these sacred temples on film. Perhaps the most impressive thing about Thailand, particularly Pattaya Beach, was the peace-loving, friendly Thai people. She is also known as S'hoppers' Paradise . Almost immediately one could see a h ydrofoil transporting commuters at top speed across the waters or see an old fishing junk rocking rhythmically to and fro. Again, tours were arranged for the crew to see as much of Hong Kong in our five-day visit as our legs could take. Everyone went in different directions, the Tiger Balm Gardens, Kowloon, the floating restaurants near the New Territory and tailor shops and marketplaces right in the Wanchai district. Not many countries could match Hong Kong for good quality clothing, jewelry and souvenirs at reasonable prices. For those men who were crew- members aboard the ROBISON in December 1980, that will always be an inadequate description. Each crewmember helped with the rescue effort in a way that only he will best remember, but each carries with him a solemn understanding of what it is to be a refugee. On December 12, 1980, in the Sea of Siam, just following a three day exercise with the ships of the Royal Thai Navy, ROBISON encountered a small wooden boat shaped similar to an '24rc with persons aboard signaling for help. A crew, including the Weapons Officer, was sent in one of ROBISON's boats to assess their condition. There were, incredibly, over 260 people aboard the 42' by 12' boat, packed in layers on boards sixteen inches apart. The stench in the boat was unbearable. The engine was beyond repair, and there had been no food or wa ter for those aboard for three days. Some had been drinking sea wa ter and were delirious. Some were dead. It was later learned that over 300 had started, and many had died. Each had paid three or four thousand dollars in gold to have a place on the boat All of them had been robbed by the Communist fisherman the first day they were at sea The refugees were embarked that night and ROBISON's crew turned their efforts to caring f01' these desperate people. Some were so Weak and dehydrated they could not move, and they had to be spoonfed water throughout the night to save them. ' In the three days to follow, the S1I1091'e dedication and generosity of ROBISON's crew- members was as heart-warming and 8'1'2tify1118' 25 the rapid recovery of the refugees. ROBISON returned to Phattaya Beach, Thailand and 011 December 16, 1980 debarked 260 happy P60P1e Who expressed their gratitude to us before they left' ROBISON then departed immediately hvgm' ning the return transit to Subic Bay- on the morning of December 1 Z 1980, in 12 to 15 foot seaS, about 60 nautical miles south of Vietnam, 3 Second and smaller refugee craft was sighted. Beard Growing Contest The beard growing contest aboard ROBISON is as traditional as Crossing the Line . The objective of the beard growing contest was to judge each contestanton the best and fullest beard or moustache grown from August 21st til the end of the cruise five months later. Each participant was put in a category. If he already had a beard or moustache, he was judged in the long term category. If he was clean-shaven, he was judged in the short term category. The winner in each respective category received the ship's plaque presented by the captain. Here are some of the participants who Were all winners for putting up with such an itchy contest. '.We needed to pass OPPE in order to lea ve Hawaii. Through a variety of outside circumstances, ROBII was not allowed to lea ve Pearl Harbor until two months after we got there. While we were in the Fiftieth State, we enjoyed extensive work on the engineering plant, performed by local maintenance activities, we luxuriated in some badly-needed team training provided by the Fleet Q Q u 0 9 Training Center: and we enjoyed the wonders and beauty of Americas Pearl of the Pacific, Hawaii. - As enjoyable as this Polynesian interlude was, it still had to come to an end, and eventually we sailed for the Far East. We arrived in the Philippines and were involved in an amphibious exercise where we were commended for our superior performance as one of the support ships. Afterwards, we enjoyed a short stay in Subic, and then off to Thailand. We experienced a wonderful stay in this exotic Far East country, as well as a very professional exercise with elements of the Royal Thai Navy. As this exercise was wrapped up, ROBISON encountered a refugee vessel filled with over 260 people from Viet Nam. P Perhaps the high point of the deployment for all hands was expending the effort, both in time and material contributions, to give those deprived individuals an American and ROBISON welcome. The efforts of all hands were above the call of duty. We could have just fed and clothed them, but we made them feel welcome, and made them feel like human beings. The crewman of ROBISON may soon forget Subic and Hong Kong, but they will never forget the smiling faces of the finally well-fed refugee children, with a full paper plate of good ROBI chow, eating happily in the shadow of Gun Mount 52. After we debarlred our charges, we returned to the Philippines where we were involved in a Naval Gunfire Support exercise, for which again, we were commended for 'our outstanding support to the Marines' Gunnery Spotter Training School. Later we spent a quiet Christmas in the sunny Philippines, 'wishing for a white' Christmas at home.
