Smith was born in Wyandotle, Michigan on November 23, 1951. He gradu- ated from Roosevelt High School in 1970 and enlisted in the United States Navy that january. Early Sea tours included Leading Petty Officer for the Boilers Division and Oil King onboard the USS SAN IOSE AFS-7. Following his first sea tour in lune 1975, he was assigned as a Corrections Specialist Supervisor and Counsellor in the Roosevelt Roads Correctional Center at NAS Roosevelt Roads, Puerto Rico. Upon completion of this tour in September 1978, he returned to sea duty onboard the USS CONSTELLATION CV-64, where he served as Leading Petty Officer in the Automatic Boiler Control Shop, Leading Chief Petty Officer of the Num- ber One and Four Main Machinery Rooms, Oil King and Boiler Inspector. In May 1984 he rotated back to shore duty and served as schools, E-6 and E-7 Detailer, at the Military Personnel Command, Washington, D.C.. Master Chief Petty Officer Smith's awards include the Navy Commendation Medal, Navy Achievement Medal, Meritorious Unit Commendation, Good Conduct Award, Navy Expeditionary Medal, National Defense Medal, Vietnam Service Medal, Sea Service Deployment Ribbon, Navy and Marine Corps Overseas Service Rib- bon and the Republic of Vietnam Campaign Medal. Master Chief Petty Officer Smith is married to the for- mer Barbara I. Hedrick of Meycauayan Bulacan, Philip- pine Islands. They have three children Iennifer, Sharon and Donald lr, who currently reside in San Pedro, Cali- ornra.

gf-s... 'A ' 4 4, PM Mrs. Barbara I. Smith The Navy Family OMBUDSMAN is a Navy Volunteer Spouse, appointed by the Commanding Officer. While on deployment, Mrs. Barbara Smith, wife of BTCMQSWQ Don- ald Smith and Mrs Lorie Rice, wife of DC3 Patrick Rice, served as the official liaison between the families of the ROANOKE and the Commanding Officer. Their duties were many and varied. They acted as the command family Trouble - Shooters, providing information and referrals to our families at home. They coordinated ship welcome programs and much, much, more. The role of the OM- BUDSMAN is a tough job, but a vital and rewarding one. From the men of the POLAR EXPRESS we are very grate- ful for your superb efforts and the outstanding dedication you both displayed. THANKS for a job WELL DONE . S .. 5 . An OMBUDSMAN is someone who cares for you through the long lonely night. An OMBUDSMAN is some- one who is there for you 'till dawn's early light.
