WIETY 'SANDS 5 'Q .J I The USS 'ROANOKE AOR-7, is the seventh, and last of the Wichita Class Fast Attack - 23 . , Replenishilfent Oilers. Her Keel was laid January 19, 1974 and she was launched 'sp I December 7th of the same year. She was then tumed over to the United States Navy N Ca , + I September 30, 1976 and was commissioned October 30, 1976 at the Naval Shipyard C' B 33: :N in Long Beach, Califomia. After months of alterations and testing, including the I5 I gr' installation of the Nato Seasparrow Missile System, USS ROANOKE made her first E I E appearance in her homeport of San Diego, Califomia in January of 1977. Currently, IW ROANOKE Cans Long Beach, Califomia her home. I ROANOKE is taken from the county and city of Roanoke Vir inia as xi e I g 9 6001 I s0UTue z'tmanoke River, located in southwestem Virginia. The ship is the forth U.S. I Navy ship to bear the name ROANOKE . The first, a screw frigate later converted to : an ironclad, served the Union Navy with distinction during the Civil War. The second Q5 6 I was a World War l minelayer that participated in the planting of mines during the I 09' Q46 ' North Sea mine barrage. The third was a light cruiser, serving the fleet from 1949 44' 'ip : through 1970. Q? , The nickname Polar Express was given to ROANOKE following her first underway ' I operation at Adak, Alaska in February 1977. Although her crew was relatively 1 inexperienced in working with each other, they performed brilliantly, and were , ' commended for their actions. 1 ROANOKE is provided with two 26-foot motor whale boats, two 26-foot personnel I 1 I I I I I I I I boats, and two 40-foot utility boats. Its armament consists of a Dual-Channel NATO Seasparrow Missile System. The ship also has two 20mm guns, two Phalex Close-ln- Weapons-Systems ICIWSJ and a ANXSLQ-32 Nj 3 Electronic Warfare Suite. DEDICATED TO SERVICE ,J Ei. ,ft Replenishment operations are conducted using the deck winches, transfer stations and fueling stations. These are connected to ships which maneuver alongside while travel- ling through the water at about fifteen miles per hour. The normal distance that ships stay during these evolutions is 150 to 200 feet. In addition, transfers are also conducted using CH-46 Helicopters from the Flight Deck. This meth- od is called Vertical Replenishment. Because of ROANOKE's capabilities, what was once a multi-ship replenishment operation can now be performed by one ship, and at a rate as fast as the receiving ship can accommodate replenishment. COMMANDING OFFICER Captain Ronald B. Weber USN A Native of Houston, Texas, Captain Weber attended Stephen F. Austin University where he entered the Navy in 1966 through the Avi- ation Reserve Officer Candidate Program. Graduating in 1968 with a Bachelor of Science degree in Mathematics, he was commissioned an Ensign in October of that year. After his designation as a Naval Aviator in October of 1969, his first duty assignment was Fleet Com- posite Squadron Three stationed at NAS North Island, Flying the US-2A aircraft. In 1971, Captain Weber reported to VAW-111 where he served as Maintenance Officer with Detachment One onboard USS RANGER, flying the E-1B Tracer in support of Gulf of Tonkin Southeast Asian operations. Later, serving as Administrative Officer, he transi- tioned VAW-111 to the E-2B Hawkeye. Captain Weber's next tour of duty was with the Staff, Commander Third Fleet, Pearl Har- bor, Hawaii, as Aide and Flag Lieutenant. In October 1976, he reported to VAW-114 where he served as Training Officer, Safety Officer and Operations Officer while flying the E-2B. During his tour with VAW-114, the Hormel Hawgs ' became the first West Coast Squadron to fly the E-2C and made two deployments to the Western Pacific embarked on USS CORAL SEA and USS KITTY HAWK. Transferring in 1980, he reported for duty under instruction at the Armed Forces staff College, Norfolk, Virginia. Captain Weber's next assignment was with the Naval Military Personnel Command in Washington, D.C., attached to the Air Combat Placement Division as Placement Officer responsible for officer distribution throughout the E-2 and S- 3 communities. In 1982, he reported to Hawkeye Country , NAS Miramar, California as Executive Officer of VAW- 110 the E-2 Fleet Replacement Squadron, where he served until reporting to VAW-115 attached to USS MIDWAY in February 1984. Assuming command of Liberty Bells in August 1985, Captain Weber led VAW-115's participation in one Indian Ocean Deployment and numerous joint and combined exercises in the Western Pacific operation area. After completing the Integrated Warfare Commander's Course at the Naval War College in Newport, Rhode Island in March 1987, Captain Weber reported aboard USS CONSTELLATION where he served as the Navigation Officer until December 1988. Hls next assignment was as Commanding Officer, VAW-110 the E-2 Fleet Replacement Squadron, where he served until August 1990. Captain Weber has received the Meritorious Service Medal Q3 awardsj, the Air Medal, the Naval Commendation Medal, the Navel Achievement Medal, the Meritorious Unit Citation Q2 awardsj, the Vietnam Service Medal, the Battle E award, and the Sea Service Ribbon Qforth awardj, the National Defense Medal and the Republic of Vietnam Campaign Medal. He has over 400 carrier landings and 400 accident free flight hours. URQUIDEZ UNITED STATES NAVAL RESERVE fTARj Commander Urquidez began his Navy career in 1973 by enlisting in his hometown of La Crescenta, California. He attended the Nara? Academy Preparatory School QNAPSJ in Bain- bridge, Maryland. Upon graduation from the Naval Academy in 1978 with a Bachelor of Sc?- ence degree, he received orders to USS DE- CATUR QDDG-31j homeported in Bremerton, Washington, as the Missiles Officer. The ship later changed homeport to San Diego, Cali- fornia. His next tour of duty was aboard USS HECTOR QAR-7j homeported in San Francisco, California, as the Navigator and Operations Officer. Commander Urquidez was then se- lectively detailed to Navy Recruiting District San Francisco for work in Minority and Nucle- ar Power Officer Procurement programs. After a successful tour while serving in recruit- g ing duty, he was selected into the Training and Administration of Reserves Program QTARJ. Upon completion of Department Head School in Newport, Rhode Island, he reported for duty onboard USS IOHN A. MOORE QFFG-191 as the Combat Systems Officer. Commander Urquidez was deployed to the Persian Gulf during the Iranflraq war on the first Naval Reserve Force QNRFQ frigate to deploy overseas. While deployed with a crew of selectir e reservists, the ship conducted numerous EARNEST WILL escorts for the U.S. re-flagged Kuwaiti tankers and was involved In preliminary combat action which lead to OPERATION PRAYING MANTIS in retaliation for Iranian hostilities against U.S. Naval forces. Commander Urquidez was then transferred to USS WABASH QAOR 51 in August 1989, as the Operations Officer and Navigator. He participated in the military build up for OPERATION DESERT SHIELDXSTORM while deployed with the USS CARL VINSON QCVN 701 Battle Group. He was then ordered to the Navy-Marine Corps Reserve Readiness Center, Long Beach, California as the Training Officer while awaiting his orders to the Prospective Executive Officer's QPXOI Schoolin Newport, Rhode Island. Upon graduation, he reported in May of 1991 aboard USS ROANOKE QAOR 75 as the Executive Officer lust prior to ROANOKE's deployment in support of the USS ABRAHAM LINCOLN QCVN 721 Battle Group during OPERATION DESERT STORM. COMMAND MASTER CHIEF BTCM qswp Donald L. Smith Master Chief Petty Officer Donald L. Smith was born in Wyandotle, Michigan on November 23, 1951. He gradu- ated from Roosevelt High School in 1970 and enlisted in the United States Navy that january. Early Sea tours included Leading Petty Officer for the Boilers Division and Oil King onboard the USS SAN IOSE AFS-7. Following his first sea tour in lune 1975, he was assigned as a Corrections Specialist Supervisor and Counsellor in the Roosevelt Roads Correctional Center at NAS Roosevelt Roads, Puerto Rico. Upon completion of this tour in September 1978, he returned to sea duty onboard the USS CONSTELLATION CV-64, where he served as Leading Petty Officer in the Automatic Boiler Control Shop, Leading Chief Petty Officer of the Num- ber One and Four Main Machinery Rooms, Oil King and Boiler Inspector. In May 1984 he rotated back to shore duty and served as schools, E-6 and E-7 Detailer, at the Military Personnel Command, Washington, D.C.. Master Chief Petty Officer Smith's awards include the Navy Commendation Medal, Navy Achievement Medal, Meritorious Unit Commendation, Good Conduct Award, Navy Expeditionary Medal, National Defense Medal, Vietnam Service Medal, Sea Service Deployment Ribbon, Navy and Marine Corps Overseas Service Rib- bon and the Republic of Vietnam Campaign Medal. Master Chief Petty Officer Smith is married to the for- mer Barbara I. Hedrick of Meycauayan Bulacan, Philip- pine Islands. While on deployment, Mrs. Barbara Smith, wife of BTCMQSWQ Don- ald Smith and Mrs Lorie Rice, wife of DC3 Patrick Rice, served as the official liaison between the families of the ROANOKE and the Commanding Officer. Their duties were many and varied. They acted as the command family Trouble - Shooters, providing information and referrals to our families at home. They coordinated ship welcome programs and much, much, more. The role of the OM- BUDSMAN is a tough job, but a vital and rewarding one. Q Y W . . tv if USS ROANOKE AOR-7 COMMAND OMBUDSMAN An OMBUDSMAN is someone to turn to when our spirits need a lift. An OMBUDSMAN is someone we treasure for her friendship, as it is a gift. An OMBUDSMAN is someone we laugh with over little personnel things. An OMBUDS- MAN is someone we are serious with in facing whatever life brings. An OMBUDSMAN is someone who cares for you through the long lonely night. An OMBUDSMAN is some- one who is there for you 'till dawn's early light. An OM- BUDSMAN is someone who fills our lives with comfort, joy and grace, and makes the world that we live in a better place. Mrs. Lorie A. Rice The Military Wife The good Lord was creating a model for military wives and was into his sixth day of overtime when an angel appeared. She said, Lord, you seem to be having a lot of trouble with this one. What is wrong with the standard model? The Lord replied, Have you seen the specs on this order? She as to be completely independent, os- sess the qualities of both father and mother, be a perfect hostess to four or forty with an hour's no- tice, run on black coffee, handle every emergency imaginable without a manual, be able to carry on cheerfully even if she is pregnant and has the flu, and she must be willing to move to a new location 10 times in 17 years. And oh, yes, she must have six pairs of hands. The angel shook her head. Six airs of hands? No way- ' I p The Lord continued, Do not worry, we will make other military wives to help her. And we will give P9 her an unusually strong heart so it can swell with pride in her husband's achievements, sustain the pain of separations, beat soundly when it is over- worked and tired, and be large enough to sa , 'I understand,' when she does not, and say, 'I love you,' regardless. Lord, said the angel, touching his arm gently, Go to bed and get some rest. You can finish this tomorrow. I can not stop now, said the Lord. I am so close to creating something unique. Already this model heals herself when she is sick, can put up set unex- ected guests for the weekend, wave goodbye to lier husband from a pier, a runway or a depot and understand wh it is important that he leaves. I tried yesterday to pass a series of messages for the officers I met to their wives and girlfriends at home but that damnable American invention, the answering mac ine, frustrated me in every single case. I left messages on tapes from Boston to San Diego and I'II try again today to reach a human being somewhere. I am telling everybody at home that you will be in touch from the first port of call but that the evacuation mission kept you from liberty in the Philippines and the next liberty was unpredictable. Please accept my thanks once again for the lift down from Subic to Cebu. It ended with a novel twist, we went aground for a little while. Your special guests took it all in good humor. I must tell you that most of the evacuees were at the ends of their ropes when they got to Mactan Air Base on Cebu. The additional stressful events -temporary accomodation in difficult circumstances at Sublc and then the voyage down - after the initial trauma of the ash fall and tremors put them at the edge when they got to us. The Marine Corps did their level best to make the final staging point habitable but it wasn't easy to keep an even flow of passengers through Mactan and some people had to linger longer than they needed to. The camp looked like Bangladesh after a typhoon. We moved about 19,000 through the placeg it is shut down as of today. You probably know it but it won't hurt to repeat that the performance of the Roanoke crew in this whole episode was superb with respect to the evacuees. There were plenty of human interest notes l some of these snapshots capture thosel where it showed that the officers and men were doing more than could resonably be expected to make the victims as comfortable as possible enroute home.
