LCDR Higgins began his active duty in May 1954. He served as Operations Officer and Navigator on USS BRIAREUS CAR-125 from May 1954 to September 1955. Personel Officer at Norfolk Group, Atlantic Reserve Fleet from November 1955 to September 1956, and was then ordered to precomissioning de- tail of USS MANLEY CDD-940D Where he was CIO Officer and later Operations Officer. After being an Instructor at U. S. Naval CIC Officers School in Glynco. Georgia, from January 1959 until January 1961 he was ordered to USS NORTHAMPTON CCG-lj as Air Defense Officer and later became Gunnery Officer. In January 1964 he reported to Little Creek as acting Chief Staff Officer and Operations and Plans Officer of the newly organized Naval Opera- tions Support Group, headquarters unit for UDT's 21 and 22, Seal Team Two, Beach Jumper Unit Two and Boat Support Unit Two. During this tour he qual- ified as parachutist at U.S. Army Infantry School, Ft. Benning, Ge0fSi3- LCDR Higgins reported to USS Rigel in January 1966 He is married to the former Patricia Ann McColgan South Boston Massachusetts.
