For thousands of years man has sailed the seas. Around 400 rowing ships were employed to place men in hand to hand combat. Later on, ramming ships were developed. followed by sail- ing ships with cannons. Our Navy was born on May 10, 1797 when the frigate United States, a 44 gunner was launched at Philadelphia. The following September the Constellation and Constitu- tion, three-masted lrigates. enjoined the United States to fomi our first tleet. This was the beginning. Over the next hundred and fifty years improvements were made from guns, firing a six inch tweotytour pound ball six hundred yards. to pre- sent day missiles that can create utter destruction at any range: from sails to Stettlll and nuclear reactorsg and from wooden ships to floating steel cities. Today the United States Navy is composed of ships of many types. as an integrated team unit capable of strik- ing anywhere. anytime. in defense of our country and to insure the peace of the world. Free countries look to the might of the United States to protect and insure their lib- erty. Nations fighting for their freedom look to us for supplies and armed aid. and conquered peoples hopefully look for their release by the power of our might. The men of the United States Navy are proud of their role in this ever continuing struggle, for they know they are the symbol of the entire United States Navy, moving forward to remain the greatest naval force for peace in the world. iii. ig .,. The family resides in Virginia Beach. Virginia. LCDR Higgins began his active duty in May 1954. He served as Operations Officer and Navigator on USS BRIAREUS CAR-125 from May 1954 to September 1955. Personel Officer at Norfolk Group, Atlantic Reserve Fleet from November 1955 to September 1956, and was then ordered to precomissioning de- tail of USS MANLEY CDD-940D Where he was CIO Officer and later Operations Officer. After being an Instructor at U. S. Naval CIC Officers School in Glynco. Georgia, from January 1959 until January 1961 he was ordered to USS NORTHAMPTON CCG-lj as Air Defense Officer and later became Gunnery Officer. In January 1964 he reported to Little Creek as acting Chief Staff Officer and Operations and Plans Officer of the newly organized Naval Opera- tions Support Group, headquarters unit for UDT's 21 and 22, Seal Team Two, Beach Jumper Unit Two and Boat Support Unit Two. During this tour he qual- ified as parachutist at U.S. Army Infantry School, Ft. Benning, Ge0fSi3- LCDR Higgins reported to USS Rigel in January 1966 He is married to the former Patricia Ann McColgan South Boston Massachusetts. LCDR Raymond Francis Higgins was borninTauntou Massachusetts, 16 April 1930. He attended the Mas- sachusetts Maritime Academy and was graduated 1952. He served in the Merchant Marine as an Able Bodied Seaman and Third Mate with Socony Vacuum Oil Company on the tankers MOBLIGI-IT and MOBIL- OIL and on the ISTHMIAN Lines freighter STEEL NAVIGATOR. R194 M49-581 TO THE MEN or THE RIGEL This book has been prepared to tell the story of the regal crew of U.S.S. RIGEL. To those of us who have served in that crew it will bring back pleasant memories of friends, happenings and places. During this period the RIGHL and her crew have provided food and supplies for the Sixth Fleet, Fleet Units conducting exercises in the Norwegian Sea, U.S. Hemisphere forces in the Caribbean, and we have taken our families and friends on a training cruise with us. It has been a most satisfying period. Several Fleet records have been established and every commitment has been met on schedule and in a seamenlike manner. In every maneuver and task the crew and ship has ex- celled. This has been a proud period in RIGEL's historv and I am most fertunate to have been her Com- manding Dfficer.
