Rear Admiral Ming E. Chang, USN Commander Cruiser Destroyer Group Two Rear Admiral Chang was born in Shanghai, China. He was a graduate of William and Mary College, Williamsburg, Virginia, in 1955, and received his degree in Physics. Rear Admiral Chang was commissioned in March, 1956 from the OfHcer Candidate School, Newport, Rhode Island, and reported immediately to USS LEXINGTON ICVA-161 where he served in the Engineering and Gunnery Departments until 1 958. In March 1958, he was assigned as the Assistant Flag Secretary and subsequently served as the aide and Flag Lieutenant to the Commander, U.S. Seventh Fleet. His next assignment was as a student at the United States Naval Postgraduate School, Monterey, California where he received his degree in Electronics Engineering. His subsequent afloat assignments included: Operations OfHcer, USS RIGEL IAF-581, Weapons Officer, USS CLAUDE V. RICKETTS IDDG-51, Weapons OfHcer, USS BELKNAP ICG-261, Executive Officer, USS HOLLISTER IDD-7881, Commanding Officer, USS RATHBURNE IFF-10571, Commanding Officer, USS REEVES ICG-241, and Chief of Staff Commander Carrier Group THREE. lnterspersed with these sea assignments, Rear Admiral Chang served with Naval Ordnance Systems Command as the Naval Tactical Data System Advisor in support of the paciication effort in the U-Minh Forest of the Mekong Delta, as a student at the Industrial College of the Armed Forces, and three years on the staff of the Deputy CNO for Surface Warfare Where he first served as the Surface to Surface Missile System Coordinator Within OPNA V, and then served as Head, Surface Anti-Submarine Warfare Branch, OPNA V. Rear Admiral Chang assumed the position of Chief of Staff COMMANDER THIRD FLEET on 15 August 1980, and in January 1981, he was selected for flag rank. He reported to the Office of the CNO in September 1 981 serving as Director, Tactical Air, Surface and Electronic Warfare Development Division IOP-9821 until his detachment in January 1 983. In February 1 983, Rear Admiral Chang assumed command of Cruiser Destroyer Group TWO, homeported in Charleston, South Carolina. Rear Admiral Chang has been awarded the following personal decorations: Legion of Merit fwith Combat V'7, Bronze Star Iwith Combat V j, three Air Medals, Combat Action Ribbon, West German Meritorious Iron Cross Fzlrst Class, Vietnamese Cross of Gallantry with Silver Star, and Vietnamese Armed Forces Honor Medal First Class. Rear Admiral Chang is married to the former Charlotte Yu-Jen Chung of Washington, DC. They have two children, Daniel, who is a Lieutenant in the U.S. Navy, and Donalda, who is an Ensign in the U.S. Navy. 5

He attended the University of Idaho, graduating in 1970 with a B.S. degree in Business, and Was commissioned an Ensign. His Hrst assignment was to the staff of Commander Destroyer Division TWELVE as Communications OfHcer. In 1971, LCDR Kyle joined USS JOUETT ICG-291 as Communications OfHcer, and later as Operations Officer. He joined the staff of Cruiser Destroyer Group FIVE in the fall of 1973 as Communications. Intelligence, EW, and NTDS OfHcer. After graduation from Surface Warfare OfHcer Department Head Course in 1976, he reported aboard USS GRAY IFF-10541 as Operations OfHcer. He commenced his post graduate education in 1978 at Na val Post Graduate School in Monterey. Califomia and Was awarded a Master of System Technology Electronic Warfare. In 1981, he reported for duty as Commander Sixth Fleet flagship Communication Officer aboard USS PUGET SOUND IAD-381, later assuming the duties as COMSIXTHFLT An ti Surface Warfare OfHcer. He assumed duties as Executive OfHcer of USS RICHMOND K. TURNER in August 1983. Lieutenant Commander Kyle 's personal decorations include the Navy Commendation Medal, Navy Achievement Medal with gold star, and Meritorious Unit Citation with bronze star. He is married to the former Martha Pierce of Orifino, Idaho. They ha ve two sons, Michael and Da vid. 4 1 + i 1 I J i A me
