TURNER is one of a class of nine double-ended Imissiles fore and aftj guided missile cruisers. She was built by New York Shipbuilding Corporation at Camden, New Jersey. Her keel was laid on January 9, 1961. She was launched on April 6, 1963, and was commissioned at Philadelphia Naval Shipyard on June 13, 1964. After joining the PaciHc Fleet, RICHMOND K. TURNER completed Eve deployments to the Western Pacific, all of which included action in the Vietnam conflict. On May 5, 1971, after five distinguished deployments to the Western Pacihc, TURNER was decommissioned at Bath Iron Works, Bath, Maine under a Navjywide program to enhance the anti-air warfare of all guided missile frigates. TURNER was recommissioned at Bath Iron Works on May 27, 1972. Since her recommissioning, RICHMOND K. TURNER has deployed on a UNITAS Cruise to South America in 1973. and participated in Operation 200 which included the International Naval Review in New York City on the occasion of the Nations Bicentennial Celebration on July 4, 1 976. TURNER is equipped to escort and protect high speed carrier forces against enemy air, surface and submarine threats. She can also operate independently for prolonged periods of time. He attended Texas A8zM University before entering the United States Na val Academy and was commissioned an Ensign, USN in 1963. His Hrst assignment after commissioning was USS STORMES IDD-7801 where he served as the Main Propulsion Assistant and Damage Control Assistant. After graduation from the U.S. Destroyer School in 1965, he reported aboard the USS ROWAN IDD-7821 as Engineer Officer. He commenced his post graduate education in 1967 at the Naval Post Graduate School in Monterey, California, and was awarded a Master of Physics in Oceanography degree. In 1 969, he assumed command of USS CANON IPG-901, operating in Southeast Asian waters, followed by a tour as Commanding OfHcer of USS READY IPG-871. In 1971, Captain Robinson assumed duties as the Administrative Aide to the Joint Chiefs of Staff He returned to sea in 1974 as Executive OfHcer of the USS DALE ICG-191 and assumed command of the USS LUCE IDDG-381 in 1976. His next two assignments were in the Naval Military Personnel Command. He was a graduate of William and Mary College, Williamsburg, Virginia, in 1955, and received his degree in Physics. Rear Admiral Chang was commissioned in March, 1956 from the OfHcer Candidate School, Newport, Rhode Island, and reported immediately to USS LEXINGTON ICVA-161 where he served in the Engineering and Gunnery Departments until 1 958. In March 1958, he was assigned as the Assistant Flag Secretary and subsequently served as the aide and Flag Lieutenant to the Commander, U.S. Seventh Fleet. His next assignment was as a student at the United States Naval Postgraduate School, Monterey, California where he received his degree in Electronics Engineering. His subsequent afloat assignments included: Operations OfHcer, USS RIGEL IAF-581, Weapons Officer, USS CLAUDE V.
