Buf fhe Hi-Nus and Shield do nof merely record school hisfory, fhey also make if. THE HI-NUS Richmond Union High School's firsf regular newspaper came ouf in l9I9 under fhe direcfion of Miss Mabel Marlin. lf was a mimeo- graphed paper and had fwo names in swiff succession, Skunk and X-Ray , before if was finally and for all fimes called Hi-Nus . The mimeographed formal' of fhe Hi-Nus did nof please fhe sfaff for long. Consequenfly fhe paper was given fo local publishers fo be prinfed. ln fhe following year, l920, everybody began fo feel fhaf fhe Hi-Nus oughf fo be prinfed af school, nof down fown. Buf fhis meanf fhaf money would have fo be raised fo buy a press. The circus of l92l was given fo purchase fhe press. The nexf problem was fo find somebody fo operafe fhe press. ln fhis maffer Mr. Charles Brom- bacher, fhe lafe owner of fhe lndependenf Prinfing Company, help- ed ouf by holding classes in fhe school prinf shop af nighf fo prinf fhe Hi-Nus. On April IS, I92I, fhe firsf copy of fhe Hi-Nus came off Richmond High's press. THE SHIELD ln I9I3 fhe sfudenfs of Richmond Union High School published fheir firsf school annual under fhe direcfion of Miss Mabel Marfin, Journalism advisor. They called fhis annual fhe Rodeo , ln I92l fhe name was changed fo Hi-Nus , in I923 fo Orinda , in I924 fo Blue and Red , in I926 fo Annunario , and in l929 'ro Shield , i'l's presenf name. The firsf yearbook was quife unlike fhe Shield of l957. Half ifs pages were faken up by adverfisemenfsg 'rhe ofher half were filled wifh liferary pieces, carfoons, and fhe usual secfions of seniors, acfivi- fies, organizafions and sporfs. For a long fime fhe Shield was published fwice a year, in winfer and spring, in order fhaf each graduafing class of seniors mighf have ifs own book. These semi-annual Shields were slimmer books fhan fhe greaf annual Shield which appeared for fhe firsf fime a year ago, in l956, when seniors began fo be graduafed on a yearly basis rafher fhan on a fwice-yearly one. World War II also had an effecf on fhe size and make-up of fhe Shield. During fhe war fhe cover of fhe Shield was made of card- board and fhe average number of pages was forfy-four. ln l945, however, fhe Shield's pages were increased fo sixfy-four. When, in fhe following year, fhe firsf sfudenf phofographer, Dick Masiel, be- gan fo fake some of fhe picfures for fhe Shield, fhe number of pages increased sfill furfher, since fhe cosf of producfion wenf down. Ever since fhen, sfudenf phofographers have made if possible for fhe Shield fo keep growing in size. The I953 Shield had more fhan a hundred pages. Sfill anofher facfor in fhe sfeady growfh of fhe size of fhe Shield was fhe change fhaf was made in January of i955 from leffer press prinfing fo offsef prinfing. Since offsef prinfing is less cosfly fhan le'H'er press prinfing, fhe cosf of producfion was lowered and fhe number of pages accordingly increased. Thus in I956 fhe Shield boasfed fwo hundred and eighfy-four pages. A cons+i'ru+ion was adopfecl and an elecfion of officers was held. Walfer Smallwood became fhe firsf presidenl' of RUHS, Maud Prefchard, Vice-Presidenfg Marguerrfe BuH'erfield, Secrefary, and Jean Barfholomew, Treasurer. Since l907, fhe organizafion of sfudenf governmenf al' RUHS has undergone many changes. ln l9l2 l'wo new SA offices were creaf- ed: an afhlefic manager and a commissioner of sfudenl affairs. A new consfifufion, which remedied fhe defecfs of fhe firsl' one, was adopfed. A finance commiffee was formed in l9l4, whose dul'y was fo 'fake charge of all expendifures of 'l'he Sfudenl' Associafion. ln l9l7, an Execufive Board was esfablished. ll' consisfed of fhe Presidenf, Vice-Presidenf, Secrefary-Treasurer, Represenfafive of Girls' Afhlefics, and Represenfafive of Boys' Afhlefics. This board was in charge of making arrangemenfs for sfudenf acfivifies and con- ducfing SA elecfions. Four years affer fhe organizafion of l'he Execufive Board, fhe fore- runner 'ro fhe presenl' Board of Commissioners, The Advisory Board. was esfablished. This Board consisfed of fhe Presiclenf, a Com- missioner of Social Affairs, Commissioner of Girls' Afhlefics, Com- missioner of Boys' Afhlefics, and Secrefary-Treasurer. The judicial parl' of fhis governmenf was covered by a prosecufing a'H'orney and a iudge. Under fhis new sysfem, a police commiffee of fiffeen members was esfablished 'lo apprehend wrong doers. ln I933 fhe Board of Commissioners, consisfing of a commissioner and fhe SA Presidenf, was esfablished. The dufy of fhe Board was fo manage all fhe acfivifies and finances of 'fhe school. The year of l942 saw fhe consfifufion changed again +o provide for a sfudenf legislafure, consisfing of a House of Represen+a+ives and a Senafe. The House was made up of fhe Presidenf, Vice-Presi- denf, and Secrefary of each of 'rhe classes and fhe presidenfs of all clubs and sociefies connecfed wifh +he SA. The Sena+e was com- posed of 'rhe SA Presidenf, Vice-Presidenf, Secrefary, Prosecufing Afforney, Commissioner of Law and Order, Commissioner of Boys' Afhlefics, Commissioner of Girls' Afhlefics, Commissioner of Social Affairs, Commissioner of Publicify, and +he Head Yell Leader. All proposed bills had fo be passed by bofh Houses and could originafe in ei+her house. The consfifufion underwenl' anofher change in l956 exfending fhe membership of fhe Board of Commissioners fo include fhe presidenfs of 'fhe Sophomore, Junior, and Senior Classes, and fhe presidenf of Girls' League. The Sfudenf Council me+ for fhe firsf 'fime in January, l93O. Ber- nard Follel' was fhe firsf presidenf of fhe Council. The Council rep- resenfed a new form of governmenf af RUHS. Sfudenfs were elecfed from each advisory fo serve on fhe Council. Thus, il' ob+ained popu- lar opinion. The size of l'he Sfudenl' Council increased in I949 when Hs membership began fo include 'rhe Board of Commissioners, fhe Class Officers, and represenfafives of each ac+ivi+y in fhe school. ln I956, fhe year in which fhe organizafion of fhe Board of Com- missioners was changed, fhe Sfudenf Council was replaced by fhe Represenfafive Council by an amendmenl' fo fhe consfifufion. The Represenfafive Council foday consisfs of a sfudenf from each Sopho- more English class and a represenfafive from each Junior and Senior Social Sfudies class. The Senior Represenfafive Council, 'rhough noi officially a parf of sfudenf governmenf, was esfablished abou? seven years ago 'ro help organize 'rhe expanding senior classes. The membership is composed of seniors represenfing Social Sfudies and English classes.

Under his guidance was developed one ol lhe mosl progressive school syslems in lhe Bay Area. Mr. Helms will always be remembered lor lhe excellenl direc- lion he gave during World War ll, when lhe educalion of lhousands of children in Richmond was ieopardized. Despile lhe overcrowded condilions, Mr. Helms made il possible lor lhese children lo be given an opporlunily lo allend school. A graduale ol lhe Universily of Calilornia in I899, Mr. Helms compleled his praclice leaching in Berkeley. ln l90I, aller doing graduale work al lhe Universily, he was senl lo lhe San Pablo School Dislricl as lhe Dislricl's Supervising Principal. Al lhal lime Richmond was li++Ie more lhan grain lields. Six years laler Mr. Helms organized Richmond Union High School. He conlinued as lhe Dislricl Superinlendenl unlil I949, when he relired wilh lhe honorary lille ol Superinlendenl Emerilus. During his years as superinlendenl, Mr. Helms did nol conline himself lo educalional posls, bul he was aclive in civic and communily allairs, as he is loday. He organized lhe Richmond Heallh Cenler in i922 and was al one lime chairman ol lhe Richmond Red Cross. As a member of lhe Conlra Cosla Board ol Educalion, Mr. Helms gained recognilion as one ol lhe loremosl leaders of school developmenl. Our communily is indeed in lhe debl ol Mr. Helms, who, lor nearly a hall a cenlury, so wisely direcled lhe clevelopmenl of lhe Richmond School Syslem. FIFTY YEARS OF SUPERINTENDENTS DR. GEORGE D. MINER Dr. George D. Miner, our presenl Superinlendenl ol Schools, has proved himself a worlhy successor lo lhe founder of lhe Richmond School Dislricl, Mr, Waller T. Helms. Born in Wisconsin, where he allended grammar and high schools, Dr. Miner gradualed from Carllon College in Minnesola in l922. His lirsl leaching posilion was in Richmond al Roosevell Junior High School in l924 where he laughl physical educalion, general science, mechanie cal drawing, and civics. Aller eleven years al Roosevell, he was appoinled Direclor ol Research and Tesling lor lhe Richmond Schools. Al lhe same lime he was made Direclor ol Re- search lor Conlra Cosla Counly. ln i940 Dr. Miner assumed lhe posilion ol Business Manager ol lhe Rich- mond Schools. The war inlerrupled Dr. Miner's rising career. For lwo years he served as a Lieulenanl Commander in lhe Uniled Slales Navy. Upon his discharge in l945, he was made a Depuly Superinlendenl, which was lell vacanl by lhe reliremenl ol Mr. Helms. Like Mr, Helms, Dr. Miner is a very aclive cilizen in commmunily allairs.
