Simon said many such things after John Simon was appointed to the post of energy chief by President Ni.xon, after Arab oil embargos forced America into an energy crunch. For most it was a few da s relief from the unusual headlines. Where there had been scowls and frowns, there was a giggle, a guffaw, and a laugh.
