She is the second ship so named in honor of Lieutenant liunior gradel. Ralph McM.aster RICH, USNR. Lieutenant liunior gradel RICH was awarded the Navy Cross for his heroic action while piloting a plane in Fighting Squadron SIX flying from the USS ENTERPRISE during the Battle of Midway. The first USS RICH IDE-695l, an escort vessel, was literally blown apart by three German mines off the Normandy coast on 8 June I944. On I7 February I962, RICH, in company with Task Group BRAVO sailed to Northern European waters for a period of four months. During this time, RICH visited England, Ireland, Holland, Norway, and Germany. In course of the latter visit, Task Group BRAVO became the largest U. S. Naval Force to enter the Baltic Sea since World War II. Upon her return to Norfolk, I6 June, I962, RICH engaged in antisubmarine WOFlGFG fFGining off the Atlantic coast, and participated in the annual midshipmen cruise which brought her to many of the Atlantic Coast Ports. From October 25, I962, until November 25, I962, RICH took part in the Crucial CUBAN QUARAN- TINE Operation. During this volatile period in our nation's history, RICH again worked with the familiar ships of Task Group BRAVO. The Christmas Holiday period of T962 was spent in Norfolk, RICH, along with other members of DESRON THIRTY-SIX used this time to prepare for their forthcoming conversions. The following ten month period found RICH in the New York Naval Shipyard undergoing Fram MKI conversion, designed to extend the life of the ship from eight to ten years, resulted in marked improve- ments in the habitability, machinery, deck and office spaces as well as complete new installations in the electronic and weapons areas. A On I8 November I963, RICH, departed the New York Naval Shipyard, Brooklyn, New York for Norfolk. December 27, I963, marked RICH's departure date from Norfolk to Guantanamo Bay, Cuba where she underwent Refresher Training. We returned to Norfolk 22 February I964, and commenced operation under the control of Com- mander Anti-Submarine Forces Atlantic. During the period March through June, RICH participated in ASW exercises in the Western Atlantic and conducted various competitive training exercises. For general excellence in readiness and training, RICH vygzliawarded the Battle Efficiency NE for Destroyer Squadron TWO for the fiscal year ending u y . RICH deployed with other ships of her squadron to the Mediterranean Sea on 3 August as a unit of the U. S. Sixth Fleet. After visiting Italy and Greece, RICH was assigned to Commander Middle East Force during the month of October, this deployment involved cruising the Red Sea and the Indian Ocean, and provided visits at Aden, Mombasa, Kenya and Djibouti, French Somaliland, During the trip to Mombasa, RICH crossed the equator and became the first ship 'to fly the Drone Anti-Submarine Heli- copter IDASHI, in the south latitudes. RICH returned to the Mediterranean in November and visited gaports in Spain, France, and Sicily, and conducted ASW operations with other units of the Sixth Fleet. n I4 November, CDR. J.R. RIEDIGER, USN, relinquished command to CDR. F.A. CARRIER, USN. RICH returned to Norfolk on 22 December for holiday leave and upkeep During the period 25 Jan- UUTY to I2 February, RICH participated in Operation SPRINGBOARD with other units of the U. S. Second Fleet. I CAPTAIN CAPTAIN WILLIAM HARRISON MACK UNITED STATES NAVY Captain William Harrison Mack, USN, was born in Washington, D.C., on October 3, I9I7, the son of the late Colonel J. A. Mack, Iret.I and Mrs. Mack of Charleston, South Carolina. He was graduated from the United States Naval Academy with the class of I9-40. Captain Mack reported to the cruiser USS NEW ORLEANS ICA-32I in July, I94O, to serve in her Gunnery Department until his transfer to the USS ATLANTA ICLAA-5II in October, I94I. He served with the AT- LANTA until her loss in mid-November, I942, off Guadalcanal, when he was transferred to the USS BUNKER HILL ICV-I7I to serve as Assistant Gunnery Officer. I In October, I944, Captain Mack reported to the USS OKLAHOMA CITY ICL-9II to serve as Assistant Gunnery Officer and then as Gunnery Officer. He served aboard the OKLAHOMA CITY until December I946, when he reported to the Naval Academy as an instructor. He reported to the USS VOGELGESANG IDD 862I in July, I949, and served as her Executive Officer until November, I950, when he took command of the USS EARLE B. HALL IAPD-I07l. Captain Mack took com- mand of the USS BORIE IDD 70-'ll in August, I95I, and served with her until October, I952, when he was detached for duty with the Office of the Navy Comptroller. I Captain Mack assumed command of USS WILLIS A. LEE IDL-lil in July, I955, and served with her until reporting tothe Research Division, Bureau of Ordnance in September, I957. In July, I959, he reported to the staff of the Chief of Naval Operations to serve in Fleet Readiness and Opera- tions, Budget Programs. He attended the Naval War Collegein Newport, R.I., as a student from August, I96I until June, I962. In July, I962, he took command of the USS CAMBRIA IAPA-36I. Captain Mack reported to the headquarters of the Supreme Allied Commander Atlantic in August, I963, to serve as Financial Controller until 25 June, I965. On I July, I965, he assumed command ofDestroyer Squadron .TWO homeported in Norfolk, Va. His flagship is the USS BLANDY IDD 943I. Fenlon Jr., was born and raised in Clinton, Iowa, attended the University of Iowa for two years, and entered the Navy in I944. After one year of enlisted service, he entered the U. S. Naval Academy, graduating in I9-49. His commissioned service has included tours on USS MISSOURI IBB- 63l, USS PURSUIT lAGI7l, as Commanding Officer of USS PCE-874, and as Executive Officer of USS BIGELOW IDD9-42l. Between sea tours, Com- mander Fenlon served as an instructor at the U. S. Naval Academy, Gnd in the Bureau of Naval Personnel. While on duty at the Bureau, he earned a Master's Degree in Inter- national Relations from American University. His duty immediately pre- vious to reporting to USS RICH IDD 820l was on a Joint Military Assist- ance Advisory Group staff in the Republic of Korea. Commander Fenlon is a I963 graduate of the Command and Staff Course at the Naval WOF College. He is married to the former Mary Jane Kinkaid of Thorndale, Penn- I sy vania. At Mogadiscio, Rich's crew plastered and paint- ed two large buildings at the Forlanini Hospital and treated 40 orphans from the Police Orphan- age to a shipboard party. More than l000 Som- ali spectators watched athletic teams trom the destroyer detect all comers. Arriving in Assab, her sailors rebuilt the rool and installed gutters, painted school furniture, and provided a rope for the church bell at the Catholic mission.
