' - tttar USS REID HISTDRY USS REID is the eighth Oliver Hazard Perry Class Guided Missile Frigate built for the U. S. Navy by Todd Pacific Corporation, Los Angeles, California. On her commissioning of 19 February 1983, REID joi- ned the Pacific fleet. The concept of the class began in 1971 when the United States Navy initiated a program to build fifty Patrol Frigates. The class was later redesignated as Guided Missile Erigates and the class leader - USS OLIVER HAZARD PERRY was commissioned on 17 December 1977. It is the largest Naval Destroyer class to be built since World War II. REID's operational role is to complement the fIeet's ability to keep the world's sea lanes open and free and to provide for in-depth protection of military and merchant shipping, underway logistics groups, amphibious forces and aircraft battle groups. To achieve this the ship has been specifically designed to simultaneously counter threats posed by air, sur- face and subsurface launched missiles and enemy warships. In today's defense environment, the ability to re- spond rapidly and effectively is the key to success. All of REID's systems are designed to meet this important requirement. The Combat System is a new and inno- vative design, integrating a computerized command 2 and decision system with the ship to reduce the num- ber of crew members required. Designed to provide quick reaction defense against surprise anti-ship missile attack, REID com- plements the capabilities of other ships of the fleet in ensuring thorough multi-threat protection. Sensors and Weapons. Two digital computers provide rapid evaluation of potential threats detected by the radars, the digital sonar, or other shipboard sensors. Should the need arise, surface-to-air and sur- face-to-surface missiles, a rapid fire gun, Close In Weapons System, ASW torpedoes, and an embarked helicopter can be employed effectively in countering potential threats. Quick reactions are not limited to combat systems alone. Two computer controlled Gas Turbine Eng1I195 operating through a controllable pitch propeller glye the ship high acceleration speed and maneuverabllltl' and the ability to be on line in less than one tenth of the time required by steam turbine shipS. TWO for-I ward mounted auxiliary propulsion units give the Sl11P excellent maneuverability in confined harbors and 3 secondary means of propulsion. . Habitability has been improved over. Previous designs and labor saving devices and maintenance techniques have been incorporated. USS REID N AMESAKE REID fFFG-301 commemorates the name borne by three former destroyers in honor of Sailing Master Samuel Ches- ter Reid, U.S. Navy C1783-18613, hero of the War of 1812 and designer of the United States flag in its present form. He received the thanks of the New York State Legislature for gallantry in command of the New York privateer brig GENERAL ARMSTRONG which inflicted such casualties and damage to a powerful British squadron at Fayal, Azores, that it delayed the arrival of the British invasion t1eet off New Orleans sufficiently to aid General Andrew jackson's defense preparations for victory. His design for a national ensign, to include thirteen stripes and a star for each state, was adopted by Congress on 4 April 1818. Congress appointed him a Sailing Master in the U. S. Navy on 3 Iune 1843. As the harbor master of New York, he made notable contributions in improving the pilot-boat service and established a lightship off Sandy Hook. The first REID IDD 211 was commissioned in 1909 and twice attacked enemy submarines while on escort and patrol duty during World War I. The second REID KDD 2921 served from 1919 to 1930. The third REID KDD 3691 was commissioned on 2 November 1936. She sank japanese submarine RO-61 during the Aleutians campaign of World War ll and was one of the outstanding destroyers in subsequent Pacific combat operations until her loss on 11 December 1944 while gallantly fighting off massive suicide plane attacks during the liberation of the Republic of the Philippines. 1.95. 2 ,N 'ff 5iDv-an-1 -1 -..Q f-v -PQ' ik ,wr C it S.. . q 1 Q fair . USN Born in Long Beach, California, Commander Beason spent his youth in Coalinga, California. After attend- ing UCSB, where he received his B.A. and M.A., he was commissioned at the Naval Officer Candidate School on 19 Iuly 1968. Commander Beason's initial assignment was on the USS IOHN W. THOMASON QDD-7603 where he served sequentially as First Lieutenant and Damage Control Assistant. After attending Department Head School, he was assigned to the USS IAMES OWEN S QDD-7763 as head of the Operations Department. His first shore rotation was as aide to the Superintendant, Naval Postgraduate School. Upon his completion of duty in Monterey, California, Commander Beason served as officer in charge of the patrol hydrofoil FLAG- STAFF QPGH-15. Subsequently he served as the Operations Officer on the USS IOUETT QCG-291. He was then assigned to the Naval Military Personnel Command. Commander Beason was next assigned as the Execu- tive Officer on the USS LEAHY CCG-163. Prior to reporting to the USS REID QFFG-301, Commander Beason was the Middle East and the North African Plans Officer in the Politico Military and current plans division in the office of the Chief of Naval Operations and subsequently, Military Assistant to the Secretary of Defense. Qlnternational Security Affairsj. 4 iq? an ai., ala! 1 I. 44, .. John T. O'Rourke, LCDR USN Executive Officer Born in Camden, Maine, Lcdr. O'Rourke attended Bates College in Lewiston, Maine, where he received his B.A. in Po- litical Science. He was commissioned at the Naval Officer Candidate School on the 4th of October 1974. Lcdr. O'Rourke's initial assignment was onboard the USS MAR- VIN SHIELDS IFF-10661 and the USS BRISCOE IDD-9771 where he served as the Navigator and Administrative assis- tant. After attending Department Head School he was assigned to the USS FIFE tDD-9913 as the Operations Officer. He served on the COMDESRON FIVE staff as Operations Offi- cer and the Training Officer. His first shore assignment was as the head, Plans and Programs branch in Commander Navy Recruiting Staff, followed by an assignment as the Regimental Officer at the Officer Candidate School in Newport, Rhode ls- land. Prior to reporting to the USS REID, Lcdr. O'Rourke was assigned as Antisubmarine Warfare Officer on the staff of Commander Standing Naval Forces, Atlantic. Master Chief Vargas was born in the Republic of Phillipines. He enlisted in the Navy on the 8th of February 1968 and attended Basic Training at RTC San Diego, California. Following Recruit Basic Training , he reported aboard the USS BANNER QAGER-11. BMCM Vargas next transferred to Treasure Island, Ca. to attend Cargo Han- dling School. Upon completion he reported to Cargo Handling Bat- talion 11 located in Guam until December 1970. His next duty station was the USS TOMBIGBEE QAOG-115, homeported in Pearl Harbor, Hawaii. BMCM Vargas has also served on the USS HASSAYAMPA IAO-1453, USS LANG IFF-10601 and the USS PAUL F. FOSTER IDD-9643. In March of 1983, BMCM Vargas served as a company com- mander at Recruit Training Center, San Diego, California until April of 1986. He reported aboard USS REID as First Lieutenant.
