Lieutenant Commander SERGE A. YONOV After graduating from George Washington University, Lieutenant Commander YONOV attended the U.S. Navy Officer Candidate School, Newport, Rhode Island, and earned his commission 21 December 1962. From 1963 to 1964 LCDR YONOV served aboard the USS FRED T. BERRY QDD-8581 as CIC Officer. ln 1964 he served as EMO, Staff COMDESRON TEN. From 1964 through 1965, LCDR YONOV was attached to NROTC Unit at the University of California-fBerkeleyl as an instructor in Operations and Navigation. In 1965 LCDR YONOV served in South Vietnam as an advisor, attached to Coastal Group 36, the original Junk Force. From 1966 through 1968, LCDR YONOV was assigned as Operations Officer, USS GOODRICH QDDR- 831J. In 1968 he served as Communications Officer, Cruiser-Destroyer Flotilla 4 in Norfolk, Virginia. From 1969 to 1971, LCDR YONOV attended the Naval Postgraduate 4 School, Monterey, California, where he earned his Masters Degree in management. In 1971 through 1973, LCDR YONOV was assigned as Engineer Officer, USS ST. LOUIS QLKA-1161. ln 1973, LCDR YONOV served in the Middle East as an observer attached to the U.S. Military Observer Group, United Nations Truce Supervision Organization. ln July, 1974, Lieutenant Commander YONOV reported aboard USS RATHBURNE QDE-10571 as Executive Officer. Lieutenant Commander YONOV wears the Bronze Star with combat the Air Medal, Combat Action Ribbon, Republic of Vietnam Gallantry Cross with Palm and the Republic of Vietnam Civil Action Honor Medal. A ifff i ma i RUSSELL Commander RUSSELL was commissioned in the United States Navy with the class of 1958, United States Academy. From 1958 to 1961 he served as Electrical Officer, Fire Control Officer and Main Battery Officer of the heavy cruiser USS ROCHESTER QCA-124j. During his tour as Operations Officer of USS WATTS lDD-567i from 1961 to 1963, Commander RUSSELL earned the Destroyer Command Qualification. From 1963 to 1966 Commander RUSSELL attended the U.S. Naval Postgraduate School, Monterey, California, earning a Masters Degree in Chemistry. In 1966 he joined the pre-commissioning crew of USS JOUETT QDLG-29j and served until 1968 as Weapons Officer. During this period JOUETT was awarded the Navy Unit Commendation for air strike support action in the Gulf of Tonkin. From 1968 until 1970 Commander RUSSELL conducted explosives chemistry research as a Research Associate at the University of California Lawrence Radiation Laboratory, Livermore, California. In 1970, Commander RUSSELL assumed duties as Executive Officer, USS DAVIDSON iDE-1045j. He served in that position until 1972 when he received orders to Vietnam as Project Manager and Director, Advanced Research Projects Agency, Research and Development Field Unit, Vietnam. Commander RUSSELL assumed command of USS RATHBURNE QDE-10573 on 19 June 1973. Com- mander RUSSELL wears the Joint Service Commendation Medal, Meritorious Service Medal, Navy Commendation Medal with combat V , Combat Action Ribbon and the Vietnamese Army Distinguished Service Order. His wife is the former Sally Stephenson of Seattle, Washington and he has twochildren, Todd and Shari.
