A ifff i ma i RUSSELL Commander RUSSELL was commissioned in the United States Navy with the class of 1958, United States Academy. From 1958 to 1961 he served as Electrical Officer, Fire Control Officer and Main Battery Officer of the heavy cruiser USS ROCHESTER QCA-124j. During his tour as Operations Officer of USS WATTS lDD-567i from 1961 to 1963, Commander RUSSELL earned the Destroyer Command Qualification. From 1963 to 1966 Commander RUSSELL attended the U.S. Naval Postgraduate School, Monterey, California, earning a Masters Degree in Chemistry. In 1966 he joined the pre-commissioning crew of USS JOUETT QDLG-29j and served until 1968 as Weapons Officer. During this period JOUETT was awarded the Navy Unit Commendation for air strike support action in the Gulf of Tonkin. From 1968 until 1970 Commander RUSSELL conducted explosives chemistry research as a Research Associate at the University of California Lawrence Radiation Laboratory, Livermore, California. In 1970, Commander RUSSELL assumed duties as Executive Officer, USS DAVIDSON iDE-1045j. He served in that position until 1972 when he received orders to Vietnam as Project Manager and Director, Advanced Research Projects Agency, Research and Development Field Unit, Vietnam. Commander RUSSELL assumed command of USS RATHBURNE QDE-10573 on 19 June 1973. Com- mander RUSSELL wears the Joint Service Commendation Medal, Meritorious Service Medal, Navy Commendation Medal with combat V , Combat Action Ribbon and the Vietnamese Army Distinguished Service Order. His wife is the former Sally Stephenson of Seattle, Washington and he has twochildren, Todd and Shari.

, si-iiP's HISTORY X USS RATHBURNE tDE 10571 is the second ship named in honor of Captain John Peck RATHBURNE, Commanding Officer of the Continental Navy Sloop-of-War PROVIDENCE. lt is the sixth ship of the Knox Class Frigates. RATHBURNE was built by Lockheed Shipbuilding and Construc- tion Company of Seattle, Washington. Her keel was laid on 8 January 1968 and she was christened and launched on 2 May 1969. RATHBURNE was commissioned on 16 May 1970, at Puget Sound Naval Shipyard, Bremer- ton, Washington, and turned over to her first Commanding Officer, Com- mander Richard B. EVANS, USN. After commissioning, RATHBURNE underwent her fitting out availability at Puget Sound, completing on 2 July 1970. On 13 July 1970, she was un- derway for her homeport of Pearl Harbor, Hawaii. RATHBURNE arrived at Pearl Harbor on 20 July 1970 and joined Destroyer Squadron TWENTY- FIVE. RATHBURNE's initial months in Pearl Harbor were spent making minor cor- rections to major equipment, testing installed weapons systems, and con- ducting various readiness exercises in local Hawaii operating areas. During the early months of 1971, RATHBURNE was busy readying for her first refresher training period and her first deployment to the Western Pacific. Refresher Training was completed on 26 February 1971, and RATHBURNE deployed 14 April 1971. RATHBURNE's first WESTPAC deployment lasted six and one half months. During that time RATHBURNE distinguished herself in many ways, most notable was meeting every commitment and being the first of her class with over 200 heiicopter landings. During RATHBURNE's first deployment, 5 days were spent on the gunline off the coast of South Vietnam, 71 days were spent on various search and rescue stations, and 71 days were spent with other task units while in tran- sit. RATHBURNE's personnel enjoyed liberty in the following ports: Subic Bay, R.P.g Yokosuka, Japan, Singapore, and Hong Kong. RATHBURNE made special goodwill visits to Madras, lndiag Sydney, Australia, Auckland, New Zealand, and Pago Pago, Am. Samoa. RATHBURNE returned to Pearl Harbor on 17 October 1971. On 1 March 1972, Commander Ming E. CHANG, USN, relieved Commander EVANS as Commanding Officer in a ceremony at Pearl Harbor. The early months of 1972 were spent in upkeep and short type training ex. ercises at sea. On 16 May 1972, RATHBURNE commenced a short EAST. PAC deployment that took her to San Diego and San Francisco, Californiag and Portland, Oregon. This was the first time RATHBURNE had returned to the continental United States since she left Bremerton in 1970. During this deployment, RATHBURNE was one of four U.S. Navy ships to travel 60 miles up the Columbia River as the Navy's representatives at the world famous 1972 Portland Rose Festival. Upon her return to Pearl Harbor 14 June 1972, RATHBURNE immediately began preparations for her second WESTPAC deployment. On 31 July 1972, RATHBURNE was underway for the U.S. Seventh Fleet. RATHBURNE initially served as an escort for AAW picket ships, providing mutual support for USS MIDWAY. As a naval gunfire support unit off the coast of South Vietnam, RATHBURNE became known as RATH-JERSEY throughout the Pacific Fleet. She still holds the record for most rounds fired during a single deployment for her class. RATHBURNE's crew visited Subic Bay, R.P., Kaohsiung, Taiwang DaNan ' S.V.N.g and Yokosuka, Japan. RATHBURNE returned to Pearl Harbor on February 1973. During this deployment RATHBURNE received the Combat Action Ribbon and the Meritorious Unit Commendation. Commander Ming E. CHANG, USN, was relieved by Commander Harold B. Russell, USN, in a ceremony held aboard RATHBURNE on 19 June 1973. Commander RUSSELL is RATHBURNE's third Commanding Officer. On 23 July 1973, RATHBURNE began preparations for her first regular shipyard overhaul. RATHBURNE commenced pre-overhaul availability on 2 August 1973 and entered drydock on 4 October. Major modifications in- cluded installation of Basic Point Defense, the LAMPS modification, and in- stallation of a 1.5 million dollar rubber sonar dome. RATHBURNE successfully completed her Light Off Examination on 23 March and of- ficially left the shipyard on 23 April 1974. RATHBURNE completed her se- cond REFTRA on 21 June 1974. On 7 September 1974 RATHBURNE was transferred from Destroyer Squadron TWENTY-FIVE to Destroyer Squadron THREE THREE. On 1 Oc- tober 1974, RATHBURNE commenced her third Seventhflt deployment. Lit- tle did she know that in the next 8 months, her schedule would take her to Subic Bay, Kaohsiung, Hong Kong, Guam, and Sattahip, Thailand. Also, In- dian Ocean Operations included the port visits to Mombasa, Kenya and Singapore. RATHBURNE returned to Pearl Harbor on 31 May 1975. Lieutenant Commander SERGE A. YONOV After graduating from George Washington University, Lieutenant Commander YONOV attended the U.S. Navy Officer Candidate School, Newport, Rhode Island, and earned his commission 21 December 1962. From 1963 to 1964 LCDR YONOV served aboard the USS FRED T. BERRY QDD-8581 as CIC Officer. ln 1964 he served as EMO, Staff COMDESRON TEN. From 1964 through 1965, LCDR YONOV was attached to NROTC Unit at the University of California-fBerkeleyl as an instructor in Operations and Navigation. In 1965 LCDR YONOV served in South Vietnam as an advisor, attached to Coastal Group 36, the original Junk Force. From 1966 through 1968, LCDR YONOV was assigned as Operations Officer, USS GOODRICH QDDR- 831J. In 1968 he served as Communications Officer, Cruiser-Destroyer Flotilla 4 in Norfolk, Virginia. From 1969 to 1971, LCDR YONOV attended the Naval Postgraduate 4 School, Monterey, California, where he earned his Masters Degree in management. In 1971 through 1973, LCDR YONOV was assigned as Engineer Officer, USS ST. LOUIS QLKA-1161. ln 1973, LCDR YONOV served in the Middle East as an observer attached to the U.S. Military Observer Group, United Nations Truce Supervision Organization. ln July, 1974, Lieutenant Commander YONOV reported aboard USS RATHBURNE QDE-10571 as Executive Officer. Lieutenant Commander YONOV wears the Bronze Star with combat the Air Medal, Combat Action Ribbon, Republic of Vietnam Gallantry Cross with Palm and the Republic of Vietnam Civil Action Honor Medal.
