Negotiations between the Rapid City Educa- tion Association and the Board of Education set- tled most of the controversies. However, the salary problem hit a deadlock. The teachers rejected the School Board's three solutions that would have made little change in s al ary, or would have depended on an election by the voters. Negotiations ended with the Board of Education insisting that there was no money for asalaryincrease and the teachers saying that there was more than enough money available. In a final attempt to get the teachers back to school the School Board requested Circuit Court action on the matter. After listening to both argu- ments, Judge Thomas Parker issued a temporary injunction forcing the teachers back to work by Monday, September 23.
