sixteen Mrs. Thelma Harper Visually Handicapped Co-O Board Teachers Mr. Larry Sullivan School Psychologist The Board of Cooperative Educational Ser- vices for Cattaraugus County was organized for the existing Three Supervisory Districts of Cat- taraugus County on May 28, 1953. Five members were elected to service on the Board: with repre- sentation equally divided between Supt. Dist. No. 1 and 3 and with one member from Supt. Dist. No. 2. Superintendents of these Districts were J. D. Sprout, No. 1g Grant Walrath, No. 2,' and Kenneth Gibbin, No. 3. Of the original five Board Mem- bers elected, two still are members - Dr. Allen Cole of Gowanda and Mr. LuRay Knapp of Cattar- augus, both having been el.ected to represent Dist. No. 3. For the first year of Operation, 1953-54, thirteen shared services were utilized. Of the original thirteen employees, one is still with the Cooperative Board, but in a different capacity. Mr. Joseph Czapla was originally a Guidance Coun- selor. but changed to Psychology in 1954-55. Other services offered in the first years of the Coopera- tive Board's existence were Dental Hygiene, Driv- er Training, Art, Music, Speech Correction. With the death of Supt. Gibbin in November. 1961, Supervisory Dist. No. 3 was absorbed by Dists. No. 1 and 2, and again in 1963, when Mr. Walrath re- tired, another change combined 12 Central and Union Free Dis- tricts into the Sole Supervisory District of Cattaraugus Co.,' with J. D. Sproul as District Superintendent. At the annual meeting of the BOCES in 1962, members present moved to apply to the Commissioner of Education of the State of New York to increase the present five member board to a nine member. Request was granted and at a- Special Meeting in June, 1962, four additional members were elected. Shared services increased to a new high in 1965-66 with the addition of Olean City as a com- ponent of the Coop Board. We now have 42 shared service teachers on the payroll-these to include Teachers of the Mentally Retarded, Visually Hand- icapped, Vocational Technical Training, Psycholo- gists, Remedial Reading in addition to the aforc mentioned services offered when the BOCES was originally formed. Randolph Central School has shared services with BOCES in these persons and areas: Thelma Harper, Visually Handicapped: Paul Miller, Speech Correction, and Larry R. Sullivan, School Psychol- ogist. Mr. Sullivan handles educational and per- sonal problems referred to him by school personnel and parents. He is an educational specialist who focuses his attention on the factors that enable students to gain the gneatest possible advantage from their school experiences.
