Forward The Reserve Ollicers' Training Corps is organized under authority of Act of Congress of june 3, 1916, as amended hy acts of Congress of September S, 1916, and ,luly 9, 1918. The primary ohject of the Reserve Officers' Training Corps is to provide systematic military training at civil educational institutions for the purpose of qualifying selected rztutenls of sucn institutions as reserve ollicers in the military forces of the United States lt is intended to attain this ohjeet during the time that students are pursuing their general or professional studies with the least practicahle interference with their civil careers, hy employing methods designed to fit men, physically, mentally and morally, for pursuits of peace as well as pursuits of war. It is helieved that such military training will aid greatly in the development of hetter citizens. It should he the aim of educational institutions to maintain one or more units of the Reserve Oflicers' Training Corps in order that in time of national emergency there may he instantly availahle a large numher of educated men, physically efficient and trained in the fundamentals of military science and tactics and fitted to lead intelligently the units of the armies upon which the safety of the country will depend. The extent to which this ohject is accomplished will he the measure of the success of the Reserve Otlieers' Training Corps. Educational Aim. The Reserve Officers' Training Corps will enrich the educational resources of schools and colleges hy contrihuting new prohlems, applications and equip- ment. This will not only vitalize the course of study Init give to the student a training which will he as valuahle to him in his industrial or professonal career as it would he should the nation call upon him to act as a leader in its defensive forces. Moreover, the wide variety of work recognized and accepted hy the VVar Department as of intrinsic value for military purposes should leave on the mind of the student an in- delihle impression of the extent to which the modern army is the nation in arms. Com- merce, industry, agriculture and all the professions have each their coutrilrution to make to the military organization. Physical Training. A military unit is largely dependent for its elliciency upon the physical fitness of the individuals composing its physical training, therefore will form an essential part of the military instruction. lt will be the policy to encourage and support the physical training given hy civilian teachers, thus co-operating with all other effective agencies in an effort to promote a more vigorous American manhood. General l'olicy. a. The policy adopted hy the X'Var Department to carry out the pro- visions of the act of Congress of ,lune gl, 1916, is a matter of vital importance to every citizen interested in the educational system of our country and the development of Amer- ican youth. lt will aim to give all students of the Reserve Ollicers' Training Corps a thorough physical training, to inculcate in them a respect for all lawful authority, to teach the fundamentals of the military profession, leadership, and the special knowledge required to enahle them to serve elliciently in the various hranches of the military service. Iv, The NX'ar llepartment aims to estahlish in selected civil educational institutions a system of training which will tend towards making hetter citizens and furnish a means wherehy the graduates of such institutions can function more advantageously to the hest interest of the nation in time of military necessity. 5
