The first ten amendments, known as the Bill Q of Rights, are mostly the work of Madison, and became part J of the Constitution in 1791. In its inception, the Constitution Q was not without opposition both in and out of Congress, it Many thought that the document was not sufficiently explicit Z as to individual and state rights. It was proposed, therefore, A that a number of safeguarding amendments should be added. Q In line with this proposal, the First Congress in its first ses' 3, sion of September 25, 1789, adopted and submitted to the states what is now our so-called Bill of Rights. These 5, amendments were ratified by the states and became part of Q the fundamental law of our land. The first amendment was K, intended to clarify the whole question of what is known as Q the separation of church and state and thus to put the citizens A of this country at ease on the great question as to whether under the Constitution there could ever be a state church ,S here in the United States, This assurance, however, on the part of our patriot founders is now being misinterpreted, ter and those. who cannot stand the prosperity of another form Q Q ol Christian belief, are endeavoring to read into the first 1,5 amendment the violation ol the rights guaranteed by the Q Constitution-of life, liberty, and the pursuit of happiness p even in the domain of religious belief. 1Selection from the address A'The Bill of Rights.
