In its inception, the Constitution Q was not without opposition both in and out of Congress, it Many thought that the document was not sufficiently explicit Z as to individual and state rights. It was proposed, therefore, A that a number of safeguarding amendments should be added. Q In line with this proposal, the First Congress in its first ses' 3, sion of September 25, 1789, adopted and submitted to the states what is now our so-called Bill of Rights.
