Commander Bulkeley hails from a Naval fam- ily and grew up in various Navy communities on both coasts of the United States. He entered the U.S. Naval Academy, Annapolis, Maryland, in June I964..Commissioned an Ensign, U.S. Navy in l968, his first tour of duty was on board USS AGERHOLM QDD-8265 where he served as Gun- nery Officer and'ASW Officer. After completing the Department Head Course, U.S. Naval Destroy- er School, Newport, Rhode Island, in March IQ74, he then served as Engineer Officer, USS JOHN S. MCCAIN CDDG-365 homeported in San Diego, California. ln .luly l976 he reported to NATO Headquarters, Brussels, Belgium, as a member of the U.S. Military Committee to NATO. He then served as Operations Officer at the Naval Com- munications Station, Rota, Spain until June l979. ln .lanuary 'l98O, he was assigned as Assistant Chief of Staff CCommunicationsj to Commander Cruiser Destroyer Group ONE. Commander Bulke- ley reported to Fleet Training Center. Norfolk, Vir- ginia in April I982 as Prospective Executive Offi- 2 cer, USS TICONDEROGA CCG-475 and served as Commissioning Executive Officer, USS TICON- DEROGA QCG-471 until May l984. Commander Bulkeley's most recent assignment was in the Of- fice ofthe Secretary of the Navy QProgram Apprais- aD. Commander Bulkeley holds a Bachelor of Sci- ence Degree and a Master of Science Degree in Management. He is also a graduate of the Royal Naval Staff College, Greenwich, England. HiS awards include the Meritorious Service Medal, the .loint Service Commendation Medal, and the Navy Achievement Medal. He also wears the Armed Forces and Navy Expeditionary Campaign Medals, National Defense Service Medal, Vietnam Cam- paign Medal with three stars, the Navy Expert Pis- tol Medal and the Republic of Vietnam Campaign Medal. CI978- 79Q, commissioning Combat Systems Officer USS WADSWORTH QFFG-95 homeported in Long Beach, CA CI979-835 and most recently as Assis- tant Surface Operations Officer, Commander, Cruiser Group TWO Staff H985-865 CDR RATCLIFF earned his Master of Science degree in Financial Management from the Naval Post Grad- uate School, Monterey, CA in I984. His awards include the Navy Commendation Medal, Navy Ex- peditionary Medal, National Defense Service Medal, Vietnam Campaign Medal and Sea Service Deployment Ribbon. CDR RATCLIFF is married to the former Karen Jean Wilson of Polson, Montana. The couple re- side in Virginia Beach, VA with their two sons. Chad and Justin.
