Dr. Kelly was superintendent of schools in Wise County for 48 years, from 1917 until his retirement in 1963. Under his leadership, the Wise County school system was the first in Virginia to organize tuition-free regular summer schools; the first to place all teachers on the same salary basis - men and women, high school and elementary teachers, white and Negro; the first to employ principals on a 12- month basis and offer a regular nine-month schedule in all schools in the system; the first to promote a five-year high school; the first to establish and maintain a county-wide vocational school and place home economics and business education in the curricula of county high schools. Impressive as his accomplishments for the Wise Coun ty school system were, Dr. Kelly remained a leader for other reasons. He possessed integrity, strength, wisdom, and farsightedness. He was a gentle- man. We can think of no finer tribute to pay him. 3

What is Powell Valley High School? Is it the building? Yes, in one sense of the word, Powell Valley High School is a building; but the building alone isn’t enough. Is it teachers? Yes, Powell Valley High School is teachers. Is it students? Yes, it is students. Is it extracurricular activities? Yes, it is athletic contests, organizations, parades, and a multitude of other activities. Building, teachers, students, activi- ties must all be present to make Powell Valley High School. We can say Powell Valley High School ex- ists because we can record in this VALHALLA pictures of each facet of another school year. But the real Powell Valley High School cannot be caught on film; it is intangible. We can feel esprit de corps. At its best Powell Valley High School is a combination of plant, teachers, and students working together to learn facts and to achieve understandings which will help students to become well-inlormed citizens capable of taking their places in the complex world of the future. Powell Valley High School is a good school only to the extent that her student body and graduates have gained this knowledge and insight. 5
