Responsibility for the development of this academic complex lies Wit'h Dr. John Svvarthout Whose role as dean of faculty is of great- est influence during these early years as the Whole shape of' the college is being determined. The inauguration and maintenance of courses, of divisional and departmental structure, planning of the instructional budget within biennial limitations, expansion and quality of the teaching staff, are some of the responsibilit'ies of this office. A professor of political science, Dean Swarthout also finds time to be a frequent consultant and speaker before civic organiza- tions, on television and radio discussions of local, state and federal problems.

PRESIDE T'S ASSISTANT S The office of the president serves as the center of coordination for the admin- istration of the entire college. Under Ore- gon's unified System of Higher Educa- tion, President Branford P. Millar exer- cises leadership in all of the intellectual and educational programs of the college. In addition, he is responsible to the chan- cellor and the State board of Higher Education for administration of all col- lege departments, appointment of staff, and maintenance of the budget in accord- ance with authorized funds. The staff of the president's office in- cludes Dr. James E. Brooks, executive assistant, Dr. E. Dean Anderson, admin- istrative assistant and secretaries to the president and the assistants. E. Portland State awards the bachelor of arts and bachelor bf science degrees in 15 areas of the liberal art's and sciences, in Gen- eral Studies, and in four professional areas: Teacher Education, Business Administration, Applied Science, and Social Work. The latter is the college's recently authorized and first graduate-level program and is in the organizational stage now. Teacher Education is the oldest of the professional programs at the college. The Education Division under Dir. Willard B. Spalding, prepares the third largest number of teachers among all Oregon institutions, public and private. Within the State System of Higher Education, the approximately 250 graduates closely approaches the numbers receiving education degrees at the two largest institutions, University of Oregon and Oregon State. As the oldest of the College's five academic divisions, educa- tion has the longest list of alumni. Its former students are staffing elementary and high schools all over the country. The Department of Health and Physical Education is under t'he Education Division.
