Special Education Special education is a service for the child who deviates physically, mentally, or socially to a degree that he cannot derive an optimal education from the regular school program. Special education for exceptional children is recognized as an integral service within the total framework of the American public education system. A slow-learning child is an educable child who needs special educational facilities and services. This group, throughout their school years, need to be regarded as children growing up with the basic needs and desires that are common to all children and adolescents.
