The American way of life has emerged and endured because, as a people, we clearly recognized the need for knowledge. Thus, we believe that the primary purpose of the school is to educate and to guide the American youth in developing competence for participation in a changing democratic society. The school should seek to augment, not to replace, training received through other agencies in the community being served. Therefore, it is imperative that the major goal be to endeavor to promote the mental, physical, and moral growth of youth.
