To achieve success in such a land as ours, there are but two ref quirementsg namely, talent and arnbition. For this is the land where a man is judged on his ability and initiative, rather than on his nationality, religion, or political beliefs. These things are possible only through our government of, bv, and for the people . . . the government which is now fighting for its very existence. lt is therefore with a feeling of the deepest concern and loyalty that the Plain View staff of nineteen hundred forty-three dedicates this annual to that ideal of governmentg to UNCLE SAM, the symbol of AMERICA.

A cooperative spirit exists between the Executive Department and the citizens which enables all work to be , V done in the minimum time and with the isultil greatest etiiicency. This spirit is largely . due to the interest taken by the adminis- trators in the citizens' problems.
