Haxe not the great actresses and busmess women of today risen to the heights which they occupy because they were driven by a desire for wealth and fame' VR hen look mg for those women who have done the most toward x 1 y w the advancement of ClVll1L2lllOl'1 we must turn away from the glamorous figures of the arts the theatre and the business world We must consider those httle known workers who labor 1n behalf of others It seems to me that no other American woman more truly deserx es to be called a great public servant than does J uha Clifford Lathrop the social serx lce worker Miss Lathrop was born in Rockford Illinois in 1808 After graduating from Vassar College of which she is now a trustee she became a resident of Hull House Chicago s great social settlement where she remained to spend many useful years worklng under that splendid leader Jane Addams Later because of her previous efficlent service Miss Lathrop was appointed a member of the Illinois State Board of Charities Here she performed her dutles with great lntelllgence and human understandmg Her strong belief in social education led directly to the better administration of county almshouses and state charltable 1nst1tut1ons and to the creation of the first Jux emle court in Illinois 'lhe thlrteen years spent in this work served Miss Lathrop as an excellent preparatory course for the great position she was to assume 1n the future In 1912 President 'laft placed Miss Lathrop 1n charge of the new Chll dren s Bureau at Washington It was the first time that a woman had been put at the head of a federal bureau The task which Miss Lathrop undertook was a tremendous one She was to organize a new federal bureau and create a new governmental organism It would have been easy to fall 1nto the rut of conventional reform This the new chief refused to do She aimed hlgh and because of her veritable genius she was able to reach her mark The first and most valuable work of the bureau was the study of lnfant mortallty An ordinary executne would have become lI'1N olwed in the laby rinth of statistical research Miss Lathrop however was not an ordinary executlve Her reports were simple and to the polnt She discow ered that the babies of the xery poor die with appalling swiftness The people of Amer ica were informed that the ln es of tens of thousands of chlldren were being sacrificed to poverty Her facts were unrefutable her logic undeniable lhe C hlldren s Bureau was enabled to deal effectn ely with an endless social struggle It would be a great mlstake to plcture Miss Lathrop as hax 1ng been merely a detached admlnlstrator of a body of student researchers She caused 1 .
