Governor Payne H. Ratnor, serving his second term as chief administrator of this state, was born at Casey. Illinois, forty-four years ago. He worked his way through college as a newspaper reporter and was admitted to the Kansas bar in 1920. and two years later established his law office at Parsons. He started his political career in the state senate and was an outstanding legislator in the field of education, as well as in other activities. Since his first inaugural as governor his inter- ests and activities have boon of a variable nature. 20
