Wheii the first public high school was organized in l856 Mr. Hovey was asked to organize it and become its first principal. Mr. Hovey had a great interest in teacher training and became a leader in establishing a State Normal School. ln a Bill creating a State Normal School Board Mr. Hovey became a member. The Normal School began in 1857 and Mr. Hovey was made its first president. After four years of organization Mr. Hovey was called to the colors and became a Colonel in the Northern Army.
