THE CIVIL WAR MEMORIAL . . . The Civil War Memorial is located on the South side of the Court House, where on October 16, 1854, Lincoln and Douglas gave their famous debate. President McKinley came to Peoria for this special dedication. Peoria was also very proud to have Fritz Triebel, a native Peorian, design and execute the sculpture of the Soldiers and Sailors Monument in his studio in Italy. The city and county both pledged 510,000 to pay for the monument.
