The Cooperative Agricultural zmd Home Economics Extension Serv- ice is a unique achievement in American education. It is an agency for changc, a catalyst for individual and group action. It grcw us a partncrship of local people. thc state land-grant uni- vcrsitics. the US. Department of Agriculturu and the county gov- ernments. All share in planning and financing Extension programs. Its job is to provide informal cducation. to help people help themselves. Extension transmits practical information on many subjects from research centers and thc universitics to the public. It prcscnts un- biased facts to help pcoplc idcntify problems and usc ncw technol- ogy in solving them. It helps them make their own decisions and organizes them to act on those decisions. Completion of plans for construction of the now Research Li- brary t0 the cast of Pattcc Library was the highlight of the year for the University Libraries. The Research Library. a five-story building. is being built as a General State Authority project. This was also a year of innovations in service. Faculty book delivery service was extended to cover the entire University Park campus, tclcfacsimilc service was expanded to link most of the Commonwealth Campus Libraries with Pattcc. and listening car- rcls connected with the Listening-Lcarning Ccntcr were installed in Pattcc and three branch libraries.
