Almost from the time of the chartering 0f the University as The Farmch High School in 1855 research has been an important part of thc program of the University. and today it is conducted with an annual budget that approximates $35.000 000. While it arises from the desire of faculty members to push forward the frontiers of knowledge. it provides the necessary training for grad- uate students and the information needed by agriculture, industry. and government. Much of thc rcscurch today is geared to the welfare of man. whether it concerns urban social problems. clean streams and reduction of air pollution, better methods of teaching. or studies related to the health of man. Coordination of research policies and programs is accomplished through the Oflicc of the Vice President for Research, the Senate Re- search Policy Committee, and the Administrative Committee on Re- search. Although 34 years have passed since the first Penn State branch campus was established, the Commonwealth Campus system as an integral part of the University has been in existence for just 10 years. During the past decade. 12 under- graduate centers have been merged and ex- panded into an integrated system of 19 under- graduate campuses. Upper class programs and graduate work are otfered at Capitol Campus at Middletown. In addition. there are also graduate centers at the Behrend Campus 21nd at King of Prussia. This year marked an important milestone in both growth and development of the Common- wealth Campus System. A permanent site near Fogelsville, has been purchased for the Allen- town Center. Operations moved to new campuses at Scran- ton, Wilkes-Barre. and New Kensington. during the year. Major buildings were completed at Beaver, Shenungo Valley. MeKeesport. Mont Alto. and DuBois. Residence halls and dining facilities were opened at the Behrend, Mont Alto, and Schuylkill Campuses. while others were under construction at Beaver 11nd McKees- port. Enrollments increased dramatically once again in 1968 with a total of 12.665 credit students at the Commonwealth Campuses. complementing the 25,960 students enrolled at University Park. New freshmen entering the University at the Commonwealth Campuses numbered 5.375 in the Fall Term with more than two-thirds of them enrolled for baccalaureate degree programs. The increase in enrollment at the Common- wealth Campuses is expected to continue signifi- cantly during the next five years by approxi- mately 1,000 students annually. Along with enrollment increases. this year there were important additions to the faculty. to library services, and t0 the scope and availability of extra curricular activities at the Common- wealth Campuses. In all, the year vas one of significant develop- ment in the Commonwealth Campus System and provided one more important step in implement- ing the long-range plan for the University in which a completely established and viable system of campuses is a reality.
