At the height 01' this postwar expansion, President 11etze1 died on Oct. 3, 19-17. He had headed the insti- tution 21 years during which student enrollment had quadrupled. the faculty had more than dnuh1ed, and the physical plant had increased in value more than nine times. Prior to 11etxe1's term 01' 011iee, Penn State had conferred 9,020 degrees. 11etze1 conferred 23,753 degrees. Elected as the 11th president, Dr. Milton S. Eisen- hower received a rousing welcome when he visited the campus on a cold day in February, 1950. He had been president 01. Kansas State College For seven years before assuming the presidency at Penn State on Ju1y 1, 1950. Penn State was still in the midst of a postwar expan- sion program and while a $10,000,000 construction pro- gram was underway, the new president was faced with problems of getting, more appropriations l'nr meeting rising costs and For expanding the research and instructional program. Dr. Eisenhower saw a need for an edueationa1 program that would recognize the new responsibi1ities that institutions 01' higher learning faced in a world 01: rapid change. He believed that a primary responsibility 01' a e011ege in this era is the furtherance of democracy and individual freedom. Traveling throughout the State, President Eisenhow- er was quick to win new friends fur the University and also won the eonlidenee and approva1 01' faculty, students, and alumni.
